Biography[]
At some unknown point in time, Kelly began working for the Print Works. He also began printing counterfeit money on a small scale for years.
In 1986, the Print Works was bought by Tommy Vercetti. At first, Tommy suggested using the print works to make newspapers or magazines, but Kelly suggested printing money. He also tells Tommy about rumors involving a counterfeiting syndicate operating in Vice City, but does knows nothing more. Eventually, Tommy finds out about the rival operation and takes them down before collecting a set of counterfeit plates for Kelly.
During that time, Tommy saw Kelly as a father figure to him, as his own father worked at a print works when Tommy was a child.
Later, Kelly was beat up by members of the Forelli Family, who were sent by Sonny Forelli to forcibly take a cut of Tommy's business empire. Tommy tells the other workers to take Kelly to a hospital while he takes out the collectors.
Shortly after the deaths of Sonny and Lance Vance, Kelly calls Tommy, explaining that he is now recovering from his injuries and will be back to work soon, but would need a stick to walk. Kelly also expresses his dislike for Lance.
