Edgar Noone, also known as Fingerpaint Killer, is a minor antagonist of Watch Dogs.
The main antagonist of the Missing Persons side missions, he is a hemophiliac serial killer who targeted and killed women who had his disorder. Aiden Pearce would investigate the killings across Chicago, leading him to confront Noone and learn of his motives.
Overview[]
Noone was originally a bridge painter in Chicago, but at some point, he start killing women with haemophilia and recording how he enjoyed killing his victims.
After Aiden investigated several crimes that were committed by Noone, Noone intimidated him to not to come, however Aiden managed to track him down and killed Noone before he can kill Matilda Stein, his next victim.

Background[]
Not much is known of Edgar Noone's past, but he was born with hemophilia, a genetic disorder that prevents the body from making blood clots. In his message to WKZ TV, Edgar implies that his father had the same disease, believing that he passed the "monster" down to him. In Chicago, Edgar became a bridge painter, but became obsessed with his disease to the point that he became insane, blaming the disorder for why he sinned. At some point, Noone started to kill women with the same disorder, taking their bodies to abandoned areas and filmed his actions with cameras. Having killed six women by the events of the game, Edgar's murders resulted in him becoming known as the "Fingerpaint Killer".
Despite managing to evade the authorities, CtOS profiled him as a future criminal presumably due to watching him like every other citizen. It's also implied that he was influenced by Angela Baliks' bellwether test, as he would leave numbers that matched the Fibonacci sequence.
Watch Dogs[]
In 2014, the hacker Aiden Pearce would do his own investigations of the missing person reports, finding the bodies in abandoned areas where audio logs were left behind. Edgar became aware that the vigilante was investigating him, and once the final corpse was found, attempted to intimidate Pearce when contacting him. However, this proved to be his downfall, as Pearce was able to track down his location due to the call. Despite failing to intimidate the hacker, Noone remained determined to kill his new target Matilda Stein, deciding to confront her in Pawnee. When preparing to kill her, he was stopped by Pearce, whom proceeded to either kill or knock him unconscious.
Afterward, Pearce hacked into his phone and discovered that Noone sent a message to WKZ TV on why he committed the murders, explaining that his bloodline needed to end. Though initially thinking that Edgar wanted to be found, Aiden scoffed at the thought, realizing that he was giving Noone too much credit since the man was insane.
