Gustavo Serrano, more commonly referred to as El Cardenal, is one of the secondary antagonists in Tom Clancy's Ghost Recon: Wildlands. He is a high-ranking preacher and the public face of the Santa Blanca Cartel. He is the head of influence for the cartel as well as El Sueño's spiritual advisor.
Biography[]
El Cardenal was born in Mexico in 1950 in a small remote village. He is an ex-communicated catholic priest by the church, but was picked up by El Sueño and became one of the closest advisors to the cartel's leader. Over time, he used propaganda and philanthropy as a strategy to build up the Cartels reputation, but also delivering sermons in churches and on the radio. In charge of public image, he encourages El Sueño to hold charity events but also develop education and humanitarian NGO activities. He is the one who suggested that El Sueño write his own bible. He was excommunicated by the church, but with the cartel's support he was able to maintain his community.

With the cartel's influence, propoganda centers and secret re-education camps found deep in the Bolivian jungles, high-level citizens began being wary of the Cartel's true natures. This was confirmed when a Cartel-defector named Ramon Feliz became a whistle-blower and was shortly executed by the cartel after, but the damage was done as Ramon's data drive of evidence of the Cartel's involvement in child-trafficking was made public during Cardenal's sermon by Nomad and his team who infiltrated the church to capture Cardenal. El Cardenal was taken to a safehouse in the Malca province of Bolivia where Karen Bowman convinced him to give up what he knows about El Sueño and the rest of his secret operations.
