Emil Muzz is the secondary antagonist in the 1987 Dragnet movie, and the right-hand to Jonathan Whirley. He is a P.A.G.A.N. working undercover as a limo driver and several other roles in order to terrorize Los Angeles.

In the film's opening scene, Muzz, posing as a fire chief, burns a shipment of adult magazines. He later commits a series of robberies and Whirley uses the stolen items as part of a P.A.G.A.N. ceremony. Although Joe Friday and Pep Streebeck detain him briefly, his attorney gets him out on bail.

The next night, Muzz kidnaps Friday and his girlfriend, Connie Swail, and attempts to mix two stolen chemicals to poison Jerry Caesar, the owner of the magazines. Streebeck manages to foil his plans and arrest him.
