Emma Kagan is the main antagonist of the 2025 first-person shooter Call of Duty: Black Ops 7.
She is the Chief Executive Officer of The Guild who uses a deepfake of Raul Menendez to spark fear and gain a profit in return. Due to JSOC's investigation into the timing of the video, Kagan's plans were foiled by David Mason and his team Specter One. After her arrest, her second-in-command Alden Dorne became acting CEO and plans for global operations for the Guild. She was soon killed by Dorne to take over her role as the CEO of the Guild for his "Project Synapse".
She is also a playable operator in the multiplayer and zombies mode of Black Ops 7 and Call of Duty: Warzone 2.0.
She is voiced and motion-captured by Kiernan Shipka, who also portrayed Grýla in Red One and voiced Mo11y in Grimsburg.

Emma Kagan was born in 2005 in Chicago, Illinois to a hedge fund manager and former analyst for the Department of Defense, who taught her the power of leverage and influence at a young age [1]. Born a prodigy, Kagan joined MIT at the age of sixteen and studied in economics, computational sciences and robotics, quickly making a name for herself in those fields. After graduation and working for a defense contractor, Kagan decided to focus on the war economy and sought control instead of working for someone else.
Joining the Guild[]
Around the mid-2020s, Kagan brokered a deal between a drone startup and one of Avalon's shelling companies, which caught the eye of The Guild's CEO Sevati "Sev" Dumas. The young prodigy was quickly made Sev's protege, learning the ins and outs of corporate warfare. By 2033, Kagan became CEO of the company, but Sev remained the true power behind from behind the scenes. Sometime in 2035, Kagan had a statue of Sev erected at the Forge facility in Japan, but it was later destroyed in June of that year. She also had Alden Dorne become her right-hand man, who is described by Troy Marshall as being a rabid dog and non-precise like Kagan.
Presumably after becoming CEO, Kagan recruited Dr. Gideon Falkner to research and enhanced the effects of the Cradle, a virological weapon created during the Cold War. Kagan also started to collaborate with her colleagues on increasing the Guild's profits and global dominance by using a deepfake of Raul Menendez to threaten the world.
Black Ops 7[]
In June of 2035, a series of terrorist attacks sparked controversy across the world, with a video of a seemingly alive Menendez threatening to destroy the world in three days. In response, Kagan is interviewed by television host Chris to discuss the video, stating that it's real and promising to provide security for the world. After the interview, she is informed by Alden Dorne of JSOC's intrusion into one of their Avalon facilities and learns their identities - David "Section" Mason, Mike Harper, Eric Samuels and Leilani "50/50" Tupuola. During their infiltration, Kagan confronts them for their instruction and has her scientists douse them with Cradle. Unfortunately, Section detonates a bomb across the facility, breaching the containment field and leaking the Cradle across across Avalon.
Despite the setback, Kagan notices that Mason and his team aren't naturally affected from Cradle and tasks Dr. Falkner to investigate why. She also begins evacuations in Avalon due to the Cradle spreading, but keeps her focus on completing her plans and stopping Specter One's investigation. With intel from JSOC double agent Slade “Razor” Barrick, Kagan sends Priya Zaveri to eliminate Specter One. The Guild sniper fails however, allowing Mason and his team to reach the corporation's servers and provide Chloe "Karma" Lynch the data she needed. Razor later helps the Guild by sending JSOC a decryption key that wiped out the data, but in turn revealing himself to be the mole.
Later on, Specter One are sent to interrogate Dr. Falkner for Kagan's location and learn that she is stationed at the sanctum. In retaliation for Gideon's failure, Razor is sent to eliminate the team but is killed in the process. Once the JSOC unit reaches the sanctum, she uses a deepfake of Alex Mason to manipulate Section, but fails and gives Specter One another douse of the Cradle. Emma then heads to the Blackheart mining rig to continue the Cradle's shipment, but learns that Mason and his team have infiltrated the complex. Angered by the destruction of the Cradle's production, Kagan attempts to douse Specter One with Cradle once again, but they resist its effects.
Out of options, Kagan takes control of three G-XStrider One's inside a control a room and fights Specter One, but is promptly defeated. She is then confronted by the team and goads Mason into killing her, but David spares her since he doesn't want to make the same mistake twice. Enraged at his decision, Kagan starts to belittle Specter One as "mindless drones" before being knocked unconscious by 50/50. Following the operation, Kagan is taken into custody while Specter One removes the Guild's presence in Avalon and eliminates Dr. Falkner. In addition, Dorne becomes acting CEO and prepares the Guild for global operations.
Death[]
On July 18th in Tokyo, Japan, she was "rescued" by Dorne and the Guild. Upon Mason's arrival, Dorne executed Kagan so he could usurp her position and start his plans for Project Synapse.

- She is also the third main antagonist to be female in the campaign mode, the first being Savannah Mason-Meyer and the second being Jane Harrow. Unlike Savannah (who is alive) and Jane (who was presumably killed by Case), Kagan is the first female villain to be killed.
- She is the seventh main antagonist to be American in Call of Duty series, the others being General Shepherd in Call of Duty: Modern Warfare 2, Gabriel T.
