The Federal Emergency Management Agency (shortened to FEMA) are the secondary antagonists (alongside the Vigilante) of the 2025 indie horror visual novel video game No, I'm not a Human. They are a government agency responsible for dealing with the cataclysmic events of the game. They are based on the real-life agency of the same name.
Throughout the game, the unnamed FEMA Agent is the one member of the agency that the Protagonist will encounter on some nights. If the player sides with them, they can join them in one of the game's endings.
Appearance[]
All FEMA workers will be seen in yellow or orange hazard suits and gas masks. Their suits are marked with either A or B levels of protection. The Agent that visits the Protagonist has a rifle slung over his shoulder.

History[]
Within the game's history, it is unknown when FEMA was formed. If based on real life, it was formed on April 1, 1979. FEMA was formed for the purpose of maintaining order and helping any citizens they can in the face of disaster.

The Sun begins experiencing solar flares so powerful that any living beings out in broad daylight will be immediately burned to death, meaning that nighttime is the only time of day that people can be out of their houses. The Sun is also creating a mysterious and strange threat of hostile doppelgangers known as the Visitors. The details of their origin and nature are very enigmatic, never being fully explained, but what is known is that their activity is related to the waves of the Sun, as well as a brain parasite. Some of them have come from underground.
Visitors appear as normal human beings but can be identified by checking certain traits: perfect white teeth, bloodshot eyes with rapid eye movement due to increased photo-sensitivity, fungus on armpits/armpits without hair, dirt under their fingernails due to digging themselves out of the ground, insects in ears (likely due to the brain parasite), skin irritation, and black spots in aura photographs. Visitors seen in the game may not have some of these traits, making it more difficult to identify them. They claimed to have identified 27,000 visitors.
On the second night in-game, the Protagonist sees a broadcast that positively represents FEMA. However, given how they act around the protagonist's house and hearing stories from others who dealt with the agency directly, FEMA is not as helpful and benevolent as the television propaganda would portray. In actuality, they are very aggressive toward people, even to the point where people have attempted to escape their quarantine zones. To help identify Visitors, they need as many people as they can collect to test them, coming up with more and more traits to uncover a Visitor as the game goes on. Methods of identification are broadcasted on television, giving the player new ways to identify the Visitors. Listening to the radio will also show FEMA's hostile nature, even shutting down radio signals that include people who would speak against them. During one of the nights, looking out the window will reveal that the Pale Intruder has killed countless FEMA members single-handedly, even holding the dismembered head of one of them.
As the Protagonist deals with guests wanting to take shelter in his house during the night, the FEMA Agent will arrive every few nights, taking people out of the Protagonist's house by force. FEMA notice slips can be issued to specific guests to make sure that those guests in particular are the ones taken away, rather than guests being randomly chosen. On some nights, when the Protagonist looks out his window, he can see FEMA burning bodies and rounding people up by force. Although the FEMA Agent promises to return any guests taken, they never return. This means they are kept in quarantine zones or even killed. Guests being taken from the protagonist presents a problem, because if the Protagonist is alone, the Pale Intruder will kill him by breaking down his door and strangling him.
If the Protagonist is completely compliant with the Agent, he will be allowed to join FEMA, resulting in his house being burned down. If the Protagonist disagrees with FEMA's ways with the visiting Agent, the Agent will return hostile words, wishing to never see the Protagonist again. At random, a man in a FEMA hazard suit (but without a gas mask) can show up to the Protagonist's house; he will say he stole the suit off of a dead person. If threatened, he will reveal he was once actually part of FEMA.
Depending on the guests let into the Protagonist's home (including Visitors), some of them will reveal the true intentions of FEMA, with most-to-all of the information being negative. The Immortal Man will explain how the quarantine zones are fenced off parking lots, with very unkempt conditions, causing many people to attempt an escape.
Behavior[]
Although promoted on television to be a helpful and friendly agency, this is far from the truth and nothing more than propaganda. In actuality, they are very aggressive and forceful, taking people out of houses they are taking refuge in against their will to test them for being a Visitor. Although they promise to return them, this never happens, leaving the fates of these taken citizens unknown.
When people are taken to the quarantine zones, they are presumably given places to rest, but any other treatment beyond that is unknown. It is possible that people are very unhappy there, as many have tried to leave but have been killed doing so. One of the radio broadcasts that can be heard by the player can confirm this. It is likely that FEMA keeps people for a long time unless, they are killed off or sent elsewhere, as none of the protagonist's guests will ever return once taken.
Nonetheless, regardless of their aggressive demeanor and forceful treatment of people, they do their best to contain Visitors, as well as presenting new ways to spot them, which is what gives the player new ways to check if someone is one of them.
Trivia[]
- FEMA's in-game phone number is 000-451, and they can even be called before they are introduced. The number may be a reference to the book Fahrenheit 451, which describes a dystopic authoritarian future in which literature is prohibited and people are alienated by television.
