Fate was only mentioned a few times at the beginning of The Gods of Pegana.
In the beginning, Fate and Chance drew lots. The winner went to Mana-Yood-Sushai and told him to make gods for him as part of his game. The novel didn't reveal who was the winner. It had become an everlasting mystery.
