The Federal Bureau of Investigation (FBI) are major antagonists in the 2016 action-adventure video game, Watch Dogs 2.
It's the principal investigative arm of the U.S. Department of Justice and an intelligence-driven, threat-focused, national security organization with both intelligence and law enforcement responsibilities.
In the game, they're antagonistic towards Marcus, his friends, and, by extension, DedSec as a whole. There's even a point in the game's storyline where they abduct Marcus' best friend, Wrench. The Bureau's also in league with DedSec's worst enemies, Blume, due to their need of support in their efforts to obtain and maintain control over as many zero days possible, which they plan to go about by targeting not only DedSec, but all hacker groups in general.
They also have their own division and HQ in San Francisco (where most of the game takes place).

(Un)Lawful (Dis)Order[]
(Un)Lawful (Dis)Order is one of three types of Online Operations in the game. In these (Un)Lawful (Dis)Order missions, FBI agents are featured as the hostile NPCs. This is due to the fact that these missions center around the player interfering with their operations in various ways.
W4TCHED[]
W4TCHED is the ninth Main Operation of the game and the FBI's only appearance in the game's main storyline.
Marcus and his friends were at a restaurant when Miranda Comay sent him some pictures showing the exterior of the restaurant with him and his friends inside, in addition to a text saying, "You're being followed. A friend of mine is giving this to you at a great risk. Watch your backs. There's a target on you."
Marcus, realizing the gravity of the situation, heads out to search for whoever may be surveiling them. This search leads him to a group of people who're collecting data on him and his friends by running hacks from inside a van. He then discovers that the group of people collecting data on them are FBI agents. Needing to know more about everything, really, he begins to download said data. This backfires, though, as the agents cotton on to Marcus' attempts at investigation pretty quick, firing their guns at him with no mercy while calling up their fed buddies. Despite all this, Marcus manages to survive the ordeal.
Due to the FBI's wiretapping capabilities, Marcus and Wrench decide to discuss their plans face-to-face, not that they don't already do that. The FBI's mentioned in this discussion when Wrench tells Marcus that he thinks T-Bone might've made a deal with them, Marcus dismisses this idea, though.
Later on, the FBI's mentioned again, this time by Miranda, when she informs Marcus of the Bureau's plans: The acquisition of all zero days possible, by going hard on all hacker groups.
