Fenix is a government organization serving as the secondary antagonists of Kamen Rider Revice. Their original purpose was to combat the Deadmans, but after Giff's revival they became an arm for his subjugation of humanity, distributing submission stamps among humans to make them subservient to Giff.
History[]
Fenix was established sometime around when the Deadmans first emerged for the purpose of combating the demons they summoned and preventing Giff's revival. Their director was Hideo Akaishi, a former NOAH board member who was secretly also the founder of the Deadmans, and who had maneuvered himself to become Fenix's leader in order to exploit the conflict with the Deadmans to usher in Giff's revival. Akaishi would later claim that Fenix had always been founded with his goals in mind.
While Fenix originally worked to counter the Deadmans' terrorism, after Akaishi staged their defeat against Giff on live television, in order to persuade humanity that it was hopeless to oppose Giff, Fenix switched and became a tool of Giff for his subjugation of humanity. They mandated that all humans must be stamped with submission stamps, which would separate them from their inner demons and make them subservient to Giff.
