Feral Ghouls are minor antagonists in the Fallout Series.

Feral Ghouls are Creatures in the Fallout Series that where Humans Exposed to Extremely High Levels of Radiation, but also suffered severe brain damage and Nerve Damage resulting in them becoming Animalistic, Zombie like Monstrosities, with a hunger for Human Flesh. Found in Areas Like New California, The Commonwealth, the Mojave, Appalachia, and the Capital Wasteland. Feral Ghouls were known to attack communities and kill entire populations, having an appearance similar to Non-Feral Ghouls, the threat that Feral Ghouls play to Settlements and Survivors, would lead to non-Ferals to suffer Discrimination and out right Murder. However Feral Ghouls don't seem to attack Non Feral Ghouls. but will attack anything else on sight.
And in some cases depending on radiation intake, some ghouls will have a Mutation which causes some to Glow and Have their Blood Replaced by Bioluminescent Fluid.
In some cases for Ghouls to go Feral would be for them to have taken in High Levels of Radiation before mutation or have been isolated for long periods of time. an example of which is Wayne Gorski a would-be Domestic Terrorist who stole Radioactive Material and hid underground to avoid law enforcement. who mutated into a Feral Ghoul possibly before the Great War
