Dr. Hideo Kageyama, better known as Doctor Man, is the supreme ruler of the Neo Empire Gear, an inventor who attempted to conquer the entire world, the archenemy of the Biomen, and the main antagonist of Choudenshi Bioman. He was also the biological father of Shichi Kageyama, the friend and ally of the Biomen.
He is played by Munemaru Koda who later played Gorma Emperor XV in Gosei Sentai Dairanger.

Though he claimed to the very first mechahuman, in truth he was a human named Dr. Hideo Kageyama who lived a happy life with wife Setsuko and his newborn child Shuichi. While Shuichi was still an infant, Kageyama invented a device capable of accelerating one's intelligence and decided to test it on himself. On July 1 at 10:00 am, he conducted his first test run of the device with himself as the guinea pig and discovered his invention to be a success, developing a clearer head able to think quicker. Over the course of the next week, Kageyama would use the device on himself each day at the exact same time to increase his intelligence, raising the level on the device by one each time. Within a week, he had become smart enough to outthink a computer. It was at that point that Kageyama made the risky decision to up the level on the device by three instead of one before testing it on himself, causing it to backfire and have his body rapidly age in the process. To maintain his now dying his life, Kageyama converted himself into a cyborg, leading him to develop a belief that he was a superior being and to view humanity as weak for being consumed by emotions.

It was not long after that Kageyama, proclaiming himself "Doctor Man", decided to flee his family and go to the South Pole where he constructed a massive fortress called Neo Grad and an army of Mechaclones to use to conquer the world. To serve as the commanders of his empire, Doctor Man created a trio of human-like mechahumans he named the "Big Three", comprised of the cunning and sadistic Mason, the scheming and intelligent Farrah, and the dumb but strong Monster.
Bioman[]
In 1985, Doctor Man and his army emerge to conquer but are met with opposition from five warriors chosen by the Bio Robo to defend the planet; the Biomen. Over the course of his battles with the Biomen, Doctor Man realizes that, in spite of cybernetic modifications, his health is failing him; leading him to desire to find a worthy heir to his empire. He first tries to accomplish this through creating an artificial "son" named Prince, modelling his appearance after what his son would look like as a 17 year old and naming Prince his second-in-command and successor. After Prince develops human emotions during an exchange with Ryuuta Nanbara and begins searching for his "mother" however, Doctor Man has Prince brought back to Neograd and reprograms him to be completely inhuman before sending him out to fight the Biomen, leading to his destruction.

Later, whilst watching TV Monster, Doctor Man notices a young man who resembles Prince participating in a live contest, causing Doctor Man to realize that is his son Shuichi. He sends Mason undercover with a squad of Mechaclones to bring him to Neograd but they are fought off by the Bioman. As such, Doctor Man disguises himself as a regular human and approachs Shuichi himself, revealing that he is his father. However, the Biomen and Shuichi later find out his father's identity as Doctor Man through a letter written by Shuichi's mother and a video recording of Kageyama's experiments. When Shuichi rejects Doctor Man's offer to rule with him, Doctor Man orders Mason to execute his son but the Biomen manage to fight him off. Doctor Man then converts himself into a full Mechahuman, dubbed "Neo Doctor Man", in order to get rid of his care for his son. The revelation that Doctor Man is a human leads Mason to conspire to overthrow him and to rope his fellow Big Three in on the plot. However, Doctor Man anticipates this and uses a body double to elude them before forcibly reprogramming all three of them to be completely loyal to him.
When Bio Hunter Silva arrives on Earth and wages war against both the Biomen and Gear, Doctor Man takes an interest in the robot's powerful fighting abilities, seeking to capture him and his Balzion mecha in order to use their technology to enhance his empire. Although the Balzion is destroyed and Mason killed, Doctor Man has one last trump card in a special Neo Mecha Gigan called "King Megas" which he boasts to be even stronger than Balzion. With all of subordinates save Farrah Cat dead, Doctor Man decides to pilot King Megas himself to battle the Biomen one last time. Despite his boasts however, the Biomen defeat King Megas even more easily than they had Balzion, forcing an injured and dying Doctor Man to flee back to Neograd. Doctor Man then activates the Anti-Bio Bomb to destroy the world in retaliation for not being able to rule it but is confronted by the Biomen and Shuichi who attempt to persuade Doctor Man to reconnect with his humanity and tell them where the Bio Bomb was. However, Doctor Man brushes them off and claims to not remember Shuichi was his son before rambling about being a genius before suddenly exploding.
Legacy[]
However, it was then revealed that the control room they were in held the Anti-Bio Bomb. With its location revealed, the Biomen deactivated the bomb and saved the world. Afterwards, Shuichi would speculate that they were able to get through to his father and that Doctor Man intentionally helped them stop the bomb. Though nobody was certain, Green Two and the other Biomen all expressed their belief.
Personality[]
Doctor Man really seemed to be a nice and kind man until life took its effects on him. He loved his wife and his newborn son and didn't havr a grudge against any human being. After his disastrous experiment his sanity degraded and his human empathy did too. He wanted to destroy all of humanity and suddenly began to have thoughts and plans like a machine. He was goin to take out humanity and didn't care who he hurt or killed in the process. Even to the point where he would denote a bomb that would kill millions at most in Japan. Even his son at one point he loved even as Doctor Man was taken away by his own insanity and fanatical goals. He cared less about the Big Three and, when they died at Neograd, he lost a valuable fighting force but still went on with his plan. In addition to that, he had some leadership capabilities to lead Gear but faced some rebellions with the Big Three so it shows he wasn't perfect.
Turboranger[]
During the Turborangers' first battle against the Hundred Boma Tribes, they are joined by all ten previous Super Sentai teams which includes the Biomen. As the Sentai fight, the narrator recalls the Biomen's many battles which includes Doctor Man's original reaction to the Biomen.

- His unused Power Rangers counterpart's name was Zadar.
- He is similar to Gorma Emperor from Dairanger, who was also betrayed by their respective minions, Mason and Shadam respectively. In addition both Doctor Man and Gorma Emperor were also portrayed by the same actor Munemaru Koda.
- He is also similar to Doctor Hinelar in the sense that they are humans who have a creation modeled after their children.
