The Bureau of Morality, also known as the United States Bureau of Morality (USBM) is a department of the United States government that oversees almost all aspects of American life in the concept album Year Zero by Nine Inch Nails and its alternate reality game.

The American government started to change drastically following a chemical weapon attack on the 81st Annual Academy Awards in Los Angeles and bioterroism in Anaheim. This included fusion of church and state, totalitarianism out of terrorism paranoia. A drug called parepin is placed into the tap water to keep the general population docile and supposedly to increase resistance against bioterrorism.
The USBM monitors all forms of media, as well as traveling privileges, news, Internet access, and family planning. Various books have been banned by the USBM . Any and all discussion of The Presence is also suppressed and covered up
There are several organizations working with the USBM. Cedocore is a pharmaceutical company behind Parepin and the secret distributors of the drug Opal, which has replaced cocaine because the coca leaves dry too fast due to climate change. It is implied that Cedocore uses inmates at the Judson Ogram Correctional Facility to experiment on their drugs.
