Fiona Flanagan is one of two main antagonists (alongside Finley Flanagan) of the Sinner's End arc in Criminal Case: Mysteries of the past. She's the leader of the Irish gang and a serial Killer known as the Scarlet Slayer.
Fiona was a 42-year-old leader of the Irish gang. She had very short brown hair and a scar across her left cheek under her eye. She wore a white shirt with a neckerchief, a green vest and a brown coat with golden buttons. She also wore a hat with a red stripe and white earrings.
She became a suspect when her flyer was found on a crate with moonshine. Fiona said that she wouldn't have killed the victim because it would have been bad for business. Fiona was then reported to the police because she was Dismantling the victim's distillery, throwing away evidence. After the team gets the hang of her she left for the horse races. They talked to her again when they found a banshee that she had sent to the victim. She said that she sent him the banshee after finding out that he was gonna cheat her out of money to pay horse race debts, he then admitted that he distilled the moonshine to her gang.
She became a suspect again when Isaac and the player found a notebook belonging to her, which Fiona had written in for Gladys. Fiona's brother runs the prostitution racket and Fiona said that Gladys had the special talent of making the customers "thirsty". So Fiona decided to reward her and said that Gladys' death was a waste of talent. She was spoken to again when a poster with the words "Viper is going to the dogs" was written on it, referring to Fiona's gang name, "The Viper". Isaac accused Fiona of a few things and Fiona called the allegations a complete fantasy. She said that if she wanted to destroy her brother's business, she'd have had small amounts of money because they share their money they make. It was eventually revealed that Fiona was the serial killer of prostitutes, The Scarlet Slayer. She was responsible for Gladys' murder and about 14 others, she killed the prostitutes because of what they go threw. While the police wagon was on it's way to the courthouse, Fiona escaped and Judge Lawson was furious.
She was then found strangled to death with a curtain string. The killer turned out to be Fiona's brother, Finley Flanagan.
- She's one of seven serial killers in the game, the others being Erikah Mabayo, Tess Goodwin, Freddie Alzono, Duncan Young, Rosamund Wilcox and Abigail Riley.
- Fiona's alter ego, the Scarlet Slayer, is most likely based on the notorious unidentified serial killer Jack the Ripper.
