Flutura Briscu is a major antagonist of the Albanian arc in the second season of Law & Order: Organized Crime. She is the wife of Albi Briscu, the main enforcer of the Albanian organized crime family the Kosta Organization, and assists him in human trafficking, drug smuggling, and murder. She also attempts to seduce series protagonist Elliot Stabler, who is working undercover as gangster Eddie Wagner in order to bring the Kostas to justice.
She was portrayed by Lolita Davidovich.
Biography[]
Early life[]
A native of Albania, Flutura was sold into prostitution as a teenager by her own family to the Kosta Organization, a major Albanian crime family operating in New York City. She was put on a boat to New York, where she was repeatedly raped and assaulted by several men. Eventually, however, the Kostas' main enforcer, Albi Briscu, rescued her, and instead of taking her to a warehouse where the family imprisoned their prostitutes, he married her in order to keep her safe.
As an adult, she functions as the matriarch of the Kosta Organization, becoming a sort of surrogate mother to the teenage girls and young women the family traffics in order to keep them in line. She also has multiple affairs with the unspoken consent of her husband, who is closeted and has many secret affairs of his own with other men. She knows, or at least strongly suspects, that he is gay, but nevertheless loves him as family and is forever grateful and loyal to him for saving her.
Organized Crime[]
Flutura first meets Detective Elliot Stabler when he works a party at her house, where he is introduced to her as his undercover identity of "Eddie Wagner", a petty criminal working for her husband and the family's Don, Jon Kosta. They are instantly attracted to each other, and Flutura flirts aggressively with him right in front of Albi. She invites him to her house when Albi is away, intent on seducing him. ,stabler wants to plant a bug so so he drugs her drink so she will think they slept together, and he also uses the time in which she in unconscious to look for evidence.
Stabler, as Wagner, works security at one of Flutura's parties, and sees her instructing a group of teenage girl, including Rita Lasku, a waitress at a Kosta-owned diner whom he is fond of, to have sex with the several wealthy, powerful men attending the event. He covertly helps his partner Ayanna Bell infiltrate the party, arrest several of the party guests, and get the girls to safety. Flutura manages to escape, however, and tells the rest of the Kostas that someone in their inner circle has betrayed them.
Eventually, Stabler and Bell orchestrate the arrests of the major players in the Kosta Organization, including Flutura. Upon discovering Stabler's true identity, she says that she is not angry at him, just disappointed. She agrees to help them entrap Albi, but at the last second signals to him that he is in danger so that he can escape. When a fleeing Albi takes a waitress hostage in a desperate bid to escape arrest, Flutura pleads with him to let the woman go in order to save his life. He ultimately releases the hostage, and he and Flutura tearfully embrace. Flutura is last seen being arraigned on several charges along with the rest of the Kosta Organization.
