Francis Xavier Quinn is the main antagonist of the Jack Reacher novel "Persuader" and season 3 of the Amazon Prime series Reacher. He was a former Military Intelligence agent who now works as an illegal arms dealer.
In the TV series. he is portrayed by Brian Tee, who also portrayed DK Takashi in The Fast and the Furious: Tokyo Drift, The Shredder in the Teenage Mutant Ninja Turtles film series, Liu Kang in Mortal Kombat: Legacy, Noburo Mori in The Wolverine, and voiced Jyunichi in Saints Row 2.

Ten years prior to the events of the novel, Quinn decided to brutally murder and mutilate a female military police agent who was also one of Reacher's colleagues. Reacher, wanting revenge, decided to have a little "meeting" with Quinn which resulted in the latter's presumed death. However, Quinn survived the encounter and began working as an illegal arms dealer. He would also later force the man Zachary Beck into working for him and ordered bodyguards to torment his family.
Persuader[]
After running into Quinn on the streets after believing he was dead, Reacher decided to help the DEA to bring down Zachary Beck so that he can have another shot at his old enemy. The two would later have another encounter which ended with Reacher killing Quinn with a chisel to his brain, ending the man's cruelty once and for all.

- Due to his violent nature and murder of Dominique Kohl and abuse towards Zachery Beck and his son Richie, Quinn can be considered one of the most dangerous villains in the series, with Langston coming a close second.
