Frank Horrigan is the secondary antagonist and final boss in Fallout 2. He is a Super Mutant Behemoth clad in a special type of advanced power armor who works for the Enclave, the post-apocalyptic remnants of a United States government deep state society who are dedicated to exterminating all supposedly impure, mutated human beings. Despite this, Horrigan still despises mutated humans and does not consider himself to be a mutant due to being born in the Enclave and having retained his human memories and personality after being exposed to the Forced Evolutionary Virus.

He was voiced by Michael Dorn (who also voiced Maero in the Saints Row series, Battle Beast in the Invincible animated series) and Captain Mozar in the 2012 3D animated Teenage Mutant Ninja Turtles series.

Biography[]

Frank Horrigan was originally a young man that worked as a high-ranking Secret Service agent working for the Enclave, guarding President Dick Richardson. He became a Super Mutant after coming into contact with the F.E.V. Virus at the Mariposa Military Base. The Enclave scientists brought him back to their labs on Control Station ENCLAVE to be studied and experimented on and decided to further mutate him into an ultimate killing machine. He had to be heavily sedated especially after several brief but violent incidents and was only permitted to be conscious for short periods of time. After research had concluded, he was permanently encased in a special suit of Enclave power armor designed specifically for him, pumping drugs through his veins and literally being the only thing keeping him alive.

In the game, Frank Horrigan and his squad are first seen murdering a family of three helpless peasants. The father is a genius scientist with information that could prove extremely helpful for the Enclave. Horrigan demands that the family come with him to be recruited to work under the supervision of the Enclave, but the father defiantly refuses to submit to the Enclave's evil leaders, leading to Horrigan commanding his squad to execute the family, including the child, while the protagonist referred to as the Chosen One watches in horror. This event takes place in a scripted special encounter that forcibly takes place on August 30th, 2241. Besides the final battle with Horrigan at the end of the game, this is the only required encounter with Horrigan in the game. However, the Chosen One can revisit a few already discovered locations after Horrigan had previously massacred them in the Chosen One's absence, where the player can optionally view a security footage recording of the attacks. In the first recording, he confronts Gruthar, the leader and sole survivor of the pack of sentient Deathclaws residing at Vault 13. Horrigan taunts Gruthar in his last moments, discriminately referring to him as "a talking animal", to which the resilient creature responds by telling Horrigan that his so-called "President" Richardson will burn for his evil crimes and that the Enclave was the one who gave the deathclaws life, further invalidating their prejudice against the deathclaws as their demise was a result of the Enclave's own failures. Horrigan disregards his words and promptly executes Gruthar with a powerful punch to the face. In the second encounter, he can be seen infiltrating the Brotherhood of Steel outpost in San Francisco. After the Chosen One infiltrated the Enclave's primary mainland base of operations, Camp Navarro, to give the Brotherhood the Enclave's vertibird gunship blueprints, the Enclave learned of the theft and traced it back to the Brotherhood outpost. Horrigan and his squad, as with the victims of the previous encounters, surround the resident Brotherhood operative, Matt. Horrigan informs Matt of his impending doom, leading Matt to counter that the Chosen One is coming and that they will rid the world of the Enclave's evil. Horrigan responds by telling him that he cares nothing for his insignificant prophecies, and that he has only angered him worse. Matt draws his plasma caster and attempts to kill Horrigan, but this only makes Horrigan laugh, who then executes Matt in the same manner as he did with Gruthar. Horrigan then asks his squadmates if they want to get lunch back at base, who all take him up on his offer.

The Chosen One finally confronts Frank Horrigan inside the Enclave Oil Rig, or Control Station ENCLAVE, at the very end of the game, after they evacuated the tribals of Arroyo and the dwellers of Vault 13 to wait on the Chosen One's tanker outside, killed most of the citizens and personnel aboard the oil rig including high command either by slaughtering them all head on or by gassing them with the help of redeemed Enclave scientist Charles Curling, and ensured the destruction of the oil rig by blowing up the nuclear reactor. He claims that the Chosen One has "gotten a lot farther than [they] should've" but "then again, [they] haven't met Frank Horrigan". He finishes his banter by stating the time for talking is over, and proceeds to attack. However, a squad of Enclave soldiers, led by Sergeant Granite, rush to the Chosen One's aid, having been convinced their lives were worth more than continuing to fight for their already fallen commanders.

Despite this, the fight against Horrigan is incredibly difficult and drawn out, with him repeatedly surviving punishment from the Chosen One, their party, the Enclave soldiers, and the dual minigun turrets the Chosen One hacked to fight Frank. In the end, the Chosen One and their allies managed to mortally wound Horrigan. The fight would result in his power armor malfunctioning due to damage, causing it to pressurize and bisect Horrigan from the waist. Even then, his mutant biology and enhanced physiology allow him to survive for a moment longer. He is then either executed immediately by the Chosen One or allowed to mock the Chosen One and their friends, telling them that they will also die as he has accelerated the oil rig destruction by initiating the self-destruct. Horrigan then dies, as the pressure causes his head to burst off of his beaten and battered body.

All of the heroes manage to escape before Control Station ENCLAVE is destroyed. His body obliterated along with the oil rig, the world is finally rid of Special Agent Frank Horrigan and his twisted, evil soul.

  • When killed, he appears as a new entry in the Pip-Boy 2000 kills' section. His section is named "Big Bad Boss Kills," and within it, he is described as a "genetically engineered total homicidal maniac cyborg bodyguard".
  • In a stark contrast to other boss enemies in the Fallout series, it is impossible to reason with and negotiate peace with Frank Horrigan, and he will attack the player regardless.
    • This is foreshadowed by Cameron at the beginning of the game in the Temple of Trials, who tells the Chosen One, "There will come a time when diplomacy and tact prove to be useless and your hand must be raised instead. This challenge prepares you to face another human, look him in the eyes, and know that you may have to kill him.”
  • The model of Frank Horrigan's power armor seems to be a larger and more visually primitive reproduction of T-51b power armor, coupled with a specially designed Enclave advanced power armor MK I. helmet.
  • Frank Horrigan is named after the Secret Service agent played by Clint Eastwood in the 1993 film In the Line of Fire, who also guards the president.
