You've gotten a lot farther than you should have, but then you haven't met Frank Horrigan either. Your ride's over, mutie. Time to die.
~ Frank Horrigan getting ready to kill the Chosen One. Also his most famous quote.
You (cough), you haven't won here. You and your mutie-bastard friends are gonna join me in a big ol' mushroom cloud sendoff. I just triggered the self-destruct. (Heh, heh; cough, cough,...) The work will go on. You didn't do nothing here, 'cept seal your own death warrants. Duty, (cough) honor... courage... Semper Fiiiii........
~ Frank Horrigan's last words.

Frank Horrigan is the secondary antagonist and final boss in Fallout 2. He is a armored Super Mutant who works for the Enclave, the post-apocalyptic remnants of the United States government.

He was voiced by Michael Dorn (who also voiced Maero in the Saints Row series and Battle Beast in the Invincible animated series)

Biography[]

Frank Horrigan was originally a 31-years old man that worked as the high-ranking secret service agent working for the Enclave, guarding President Dick Richardson. He became a Super Mutant after coming into contact with the F.E.V. Virus at the Mariposa Military Base. The Enclave scientists brought him back to their labs to be studied and experimented on and decided to further mutate him into an ultimate killing machine. He had to be heavily sedated, and incidents where he wasn't were exceptionally bloody. Later, he was permanently encased in a special suit of robotic power armor designed specifically for him, pumping drugs through his veins and literally being the only thing keeping him alive.

In the game, Frank Horrigan is first seen murdering a family of helpless peasants (including a little boy) while the Chosen One watches in horror. Later, he can be seen in a recording where he kills a Brotherhood of Steel soldier who had previously met and helped them, if the Chosen One chose to give the Brotherhood the Enclave's Vertibird Plans. In another recording, he kills the sentient Deathclaws of Vault 13. It is also assumed he was the one who leads the attack on the Chosen One's home village.

The Chosen One finally confronted Frank Horrigan inside the Enclave Oil Rig at the very end of the game, after they killed the Enclave president. He claims that the Chosen One has "gotten a lot farther than [they] should've" but "then again, [they] haven't met Frank Horrigan". He finishes his banter by stating the time for talking is over, and proceeds to attack. However, a squad of Enclave soldiers, led by Sergeant Granite, rush to the Chosen One's aid, having been convinced their life is worth more than their former commanders.

Despite this, the fight against Horrigan is incredibly difficult and drawn out, with him repeatedly surviving punishment from the Chosen One, their party, the Enclave soldiers, and the mini-gun turrets the Chosen One may or may not have hacked to his side. He's also very likely to kill the Enclave soldiers and most of the party unless the Chosen One is incredibly skilled. However, after being shot repeatedly by over a dozen NPC's wielding the most powerful weapons in the game, he finally goes down. When Horrigan is defeated, his gut explodes, and he breaks in half at the waist. Even then, he still manages to mock the Chosen and tell them they will also die when the oil rig self-destructs. He is then either finished off by Sergeant Granite, the Chosen One, or has his head explode.

All of the others manage to escape before the oil rig is destroyed, taking Horrigan's remains with it.

Trivia[]

  • He appears front cover of Fallout 2, which was what Timothy Cain, the original creator of the series, did not agree to be on.
  • When killed, he appears as a new entry in the Pip-Boy 2000 kills' section. His section is named "Big Bad Boss Kills," and within it, he is described as a "genetically engineered total homicidal maniac cyborg bodyguard".
  • In a stark contrast to other boss enemies in the Fallout series, it is impossible to reason with and negotiate peace with Frank Horrigan, and he will attack the player regardless.
  • The model of Frank Horrigan's power armor seems to be a large reproduction of T-51b power armor coupled with an Enclave power armor helmet.
  • Frank Horrigan is named after the secret service agent played by Clint Eastwood in the 1993 film In the Line of Fire, who also guards the president.
