Franklin Howard is the secondary antagonist of the Law & Order episode "Mushrooms". He is a teenage drug dealer and assassin who accidentally kills an infant while trying to assassinate a business rival of his boss, drug lord Michael Ingrams.
He was portrayed by Justin Cozier.
Early life[]
Franklin Howard is a high school student who sells drugs for local kingpin Michael Ingrams.
Shortly before the events of the episode, Ingrams pays Howard $500 to kill real estate broker and money launderer Edward Kay, who had lost $300,000 of Ingrams' money in a bad investment. Ingrams gives Howard Kay's address, but Howard, who is illiterate, goes to the wrong apartment building. He opens fire with a Tec-9 submachine gun he bought from his cousin Dizz Williams, paralyzing 12-year-old Gregory Winters and killing his infant brother Andrew, before taking off running.

NYPD Homicide Sergeant Max Greevey and Detective Mike Logan investigate the shooting and trace the murder weapon to Williams, who admits to selling it to Howard and identifies him as the killer. Greevey and Logan arrest Howard, who agrees to plead guilty to manslaughter in family court and testify against Ingrams in return for a reduced prison sentence of 10 years in a juvenile detention facility.
Ingrams tells Executive Assistant District Attorney Ben Stone and Assistant District Attorney Paul Robinette that Ingrams paid him to kill Kay and that he had gone to the wrong apartment building. This leads them to discover Kay's loss of Ingrams' money, which, along with Kay's testimony, gives them enough evidence to arrest Ingrams for murder.
During Ingrams' trial, Howard testifies that Ingrams paid him to kill Kay, while admitting to killing Andrew because he went to the wrong address, in the process revealing his illiteracy. His testimony helps Stone convict Ingrams of murder and put him in prison for life. He then begins serving his own prison sentence.
