Frenda Seivelun is a major character in the A Certain Magical Index franchise.
She is a Level 0 esper and an operative of ITEM, a criminal organization from the dark side of Academy City. She serves as one of the main combatants of the team, having a knack for explosives and traps as well as possessing exceptional hand-to-hand combat capabilities. She's also the older sister of Fremea Seivelun.
She is voiced by Maaya Uchida in Japanese and Leah Clark in English.
Appearance[]
Frenda is a petite, young girl with long blonde hair and blue eyes. While it isn't visible at first glance, it's revealed that Frenda is rather well-endowed, something she blames her little sister for. She is usually seen wearing a black sailor top and a pleated skirt, with a pair of black pumps and pantyhose. She also wears a beret on her head.
Personality[]
Frenda Seivelun is a selfish and convenient girl with many aspects to her personality. During missions, she is a ruthless and bloodthirsty killer who displays traits of sadism. She believes that her targets are destined to be killed by her and shows no remorse in taking a person's life. At the same time though, Frenda is rather cowardly, as she will beg for mercy if her own life is threatened. She's also quite treacherous, being willing to betray her comrades to save her own skin.
Outside of work, Frenda displays a casual and bubbly demeanor typical of a teenage girl. She likes to go shopping and likes to be stylish in terms of clothing. She has a fondness for stuffed dolls, often creating bombs modeled after them. Frenda also values her legs and loves to flaunt them in combat, saying it's her pride as a woman. Moreover, Frenda has a subservient relationship with Shizuri Mugino, who tends to scold Frenda for her unprofessional habits during a job or when screws up. While she mostly follows Mugino out of fear, Frenda is shown to actually admire her, even bragging to Kuroko Shirai of the latter's superiority over Mikoto Misaka.
In addition to this, Frenda is quite affable and sociable, considered the most connected member of ITEM, and has a large number of associates that numbers in the thousands in both the dark side and the ordinary citizens of Academy City. Furthermore, despite her negative traits, Frenda possesses a softer side. She deeply cares about her little sister Fremea, making sure to keep her away from the shady nature of the dark side, and also has a close bond with Shinka Kanou, acting as his surrogate sister. She will also painstakingly prepare the perfect birthday presents for her large amount of acquaintances.
Additionally, while she has no problems with betraying them in order to survive, Frenda does truly care about her teammates in ITEM and views them as her friends. It's also shown that Frenda doesn't really like betraying those around her and will occasionally display guilt for doing so. She's also very honorable and will always find a way to repay a debt, as shown when she defended Ruiko Saten against Rakko Yumiya after the former treated her to a meal of canned mackerel. She has the habit of often using the term "Kekkyoku," which can be translated as "Basically" or "In the end" in her speech.
Biography[]
Frenda's background and personal history prior to enrolling into Academy City is shrouded in mystery. What is known is that she and her little sister Fremea Seivelun are apparently of Norwegian descent. At some point in time before the events of the Index and Railgun storylines, Frenda joined up with the criminal organization known as ITEM and became one of their main operatives.
During her career of partaking in illegal, Frenda became acquainted with a great number of people, both in the criminal underworld and normal society. One of her most notable friends is Shinka Kanou, who she saw as a surrogate younger brother. She also likes to hide out in the shopping mall called Dianoid.

- Keen Intellect: Despite her recklessness and bumbling demeanor, Frenda proves to be quite clever and strategic in battle. Her moves can be difficult to read as her humorous remarks often serve as a diversion. She's skilled in the use of traps to kill her enemies and is smart enough to create her own explosives. She is also rather perceptive, as she quickly came up with a countermeasure for Mikoto Misaka's esper ability. Frenda managed to outsmart Rakko Yumiya during their fight by tricking the latter into revealing her location. She also has decent chemistry skills, which she apparently uses for her explosives.
- Skilled Combatant: Frenda is a highly skilled hand-to-hand fighter, easily overpowering an amateur like Mikoto after tricking her into not using her power. Her fighting style seems to be mainly based on kicks and it's supported by a small hidden blade in her left shoe, though she has also demonstrated some skill in throws.
- Explosive Mastery: Frenda is extremely skilled in the usage of explosives, mainly using them to lay traps and as a weapon in the middle of combat. While normally using remote-controlled bombs, she has also shown to use fuse bombs and tripwire bombs.

- Doll Bombs: The most common explosives Frenda uses are concealed inside dolls and stuffed animals. She has used several kinds of bombs, like ceramic fragmentation or thermobaric bombs.
- Small Bombs: Frenda also carries several small pyramid-shaped bombs that stick to a surface and can be detonated remotely.
- Handheld Anti-tank Missile Launchers: Frenda carries several of these devices. The handheld missile launchers look like a metal rod about 30 centimeters long with masses of metal about the size of a drink can at its end. Appearing like maracas or old stick grenades, the handheld anti-tank missile warheads are used by pulling the short string at the back ends of the rod, similar to have one uses a party cracker. When launched, they travel for about 10 meters and then ignite, being capable of traveling 500 meters while scattering flames. They explode upon hitting the target. A few of these used together are enough to nearly collapse an entire building.
- Ignis: Ignis is a special gas made by Academy City that is harmless to humans, but quickly fills the space it is filled in and will explode violently even if a small spark is created. Frenda carries a small bottle of this gas, the size of a perfume bottle, which she used to trick Mikoto into thinking she was filling the entire room they were fighting with the gas, thus tricking her into not using her esper power.

- Frenda's nationality is first implied when she used the phrase "ha det bra", a Scandinavian term for "goodbye".
- Despite dying in her first appearance in Index Volume 15, Frenda became a fan favorite and is regarded as one of the most popular characters in the franchise. Her popularity among the fans gave her more prominent development in the Railgun storyline and events that were influenced by her in New Testament. Her little sister also becomes a recurring character.
- The author of the light novels, Kazuma Kamachi, intentionally told the illustrator Kiyotaka Haimura, to make Frenda's design "cute" so people wouldn't anticipate her getting killed off. As he admits in the afterword to New Testament Volume 12, this backfired by causing her to become incredibly popular among fans.
- She eventually serves as one of the protagonists of the spin-off light novel series, A Certain Dark Side Item (Toaru Anbu no Item), which takes place one year before the mainline series' story.
- Frenda is often referred to as "Fre nda" by the fanbase with the deliberate space dividing her name in two which serves a reference to her brutal death at the hands of Shizuri Mugino, who used her Meltdowner ability to slice Frenda in two by the waist. This has become a prominent meme in the Toaru fanbase.
- Both the Railgun anime and the manga continue to reference the character's fate as Frenda comments both on nearly losing the lower half of her body to her own trap as well as the importance of preserving her legs during her encounter with Mikoto Misaka. In the final episode of Railgun Season 3, Frenda appears with a contrail line passing over her waist.
