General Chang is a supporting antagonist of the 1997 James Bond film Tomorrow Never Dies. He is a corrupt Chinese general who is in league with Elliot Carver of the Carver Media Group Network.
He was portrayed by Phillip Chung-Fung Kwok.
Role
Despite being a trusted general of the Chinese government, Chang was very resentful of the fact that the government have refused their broadcasting rights to Carver. Deciding that he would have to take over, Chang became involved in Carver's plot to start a war between England and China for ratings.
To that end, Chang smuggled stealth material from one of his bases to create a stealth boat for Carver. Using the stealth boat (commandeered by Stamper and Captain Scott), Carver formulated an attack on a British frigate called the Devonshire and pinned the blame on the Chinese Air Force, putting the brink of war into action.
Upon the capture of James Bond and Wai Lin in Saigon, Chang was seen leaving Carver's Saigon center with his assistant, an act witnessed by Bond and Lin. After escaping, Lin confessed that she followed a lead to Chang due to the stolen stealth material, right before Bond confessed that Carver has his men stole a missile from the sunken Devonshire. It was then both Bond and Lin realized that Carver is planning to send the missile into Beijing that would wipe out the Chinese government and that Chang is planning to take over as its new leader and grant Carver the broadcasting rights for the next hundred years.
Working together, Bond and Lin tracked down the stealth boat, where they took down Carver and his men before setting the missile to explode, destroying the stealth ship in the process. It can be implied that Chang would be arrested for his involvement in Carver's plot.
