General Parvo is the main antagonist of the animated series Road Rovers. General Parvo is an evil mastermind out to take over the world through various schemes that involve the use of mutated animals. He suffers from a constant cough and has his right hand woman, The Groomer, carry a supply lozenges. Later in the series, he is revealed to be a mutant cat, or "Feline-Sapien", that has more human features.
Biography
Parvo's origin is a paradox. After an accident reverted him back to his original form of an alley cat, his new time machine sent him back in time to when Dr. Sheppard was perfecting his device for evolving animals. When The Groomer found him, she used the device to evolve him back, however he had amnesia. The Groomer then told him who he was and how his goal is to take over the world.

- He's named after the Parvo Virus, a virus known for killing puppies.
- His cough may be the result of hairballs.
