General Tsao is a major antagonist in Sly Cooper 3: Honor Among Thieves. He is a ruthless Silkie rooster who kidnapped the Panda King's daughter, Jing King in order to force her into marrying him so that she can give birth to his children and successors to the Tsao name. However, the Cooper Gang plan to rescue Jing King and return her to her father before Tsao can complete the marriage, leading to the events of "A Cold Alliance".
He was voiced by Leo Chin in English and by Norio Wakamoto in the Japanese dub, the latter of whom also voiced M. Bison, Dio Brando, and Cell.
Biography[]
Before the events of the episode, Tsao tricked the past Fiendish Five member, Panda King into entering a deep meditative state so that he could kidnap his daughter, Jing King in order to force her into a marriage with him so he can use her to create his own successors to the Tsao bloodline and keeps her locked in a room inside his palace.
The Cooper Gang eventually realize that they will need Panda King in their quest to access the Cooper Vault, so they head to his location and snap him out of his meditative state. Panda King then requests that they rescue his daughter before he officially joins the gang, so the gang agrees and the events of "A Cold Alliance" officially begins. Tsao eventually finds out what the Cooper Gang has come for and sets dozens of hundreds to vampires loose on the city in order to kill them, uncaring to the endangerment of his citizens.
Later on in the episode, Tsao finds out where the location of the Cooper Gang hideout is and steals the ThiefNet laptop, causing Sly and the Guru to have to track him down in order to get it back. After Sly meets him in an arena, the two battle it out and Sly tells Tsao that Jing King doesn't want to marry him, but Tsao coldly brushes it off, telling Sly that "she is a woman, she doesn't know up from down", which causes Sly to remark that he has met a lot of bad people, but Tsao is definitely the worst. Sly manages to emerge victorious and get the laptop back, however Tsao manages to escape.
After the gang successfully pull off their heist and accidentally end up destroying Tsao's family temple, he becomes enraged and sticks the family's dragon on the Cooper Gang with the intention of killing them all. The dragon almost kills Murray and captures Penelope, forcing Sly to fight the dragon in order to rescue Penelope. Although Sly successfully defeats the dragon and the Cooper Gang escape, Tsao still believes he has won as he thinks he still has Jing King imprisoned in his palace, unaware that she has already been rescued by the gang.
Some time after, Tsao begins his forced marriage, only to find that Carmelita has swapped places with Jing King and has been waiting for this to happen all along in order to take Sly into custody. Although she was surprised that the groom she arrested wasn't Sly, she had no problem with taking Tsao to prison for plaguing the streets of the city with vampires and many of the citizens were happy to see him go.

Tsao is egotistical and prideful, considering his family name to be the most glorious one in China and tells Sly that his own lineage surpasses Sly's in every way. He is also shown to be misogynistic, telling Sly that he considers Jing King idiotic just for being a woman and believes he is entitled to make her his slave so she can bear his children, uncaring to the fact she doesn't even want to marry him.
Despite being a mostly barbaric and ruthless warlord, Tsao does show some moments of intelligence, being one of the very few villains to successfully locate the Cooper Gang's hideout and steal the ThiefNet laptop used by them, plus successfully manipulating Panda King to take up deep meditation so that he could kidnap Jing King with no trouble and tricking Penelope and Murray into getting Murray to knock himself out so Tsao can blow him up with a fuse.
