Gisuke Haniwa is a corrupt chief of the Otomo City Police and a major antagonist in the 2007 anime Skull Man. He is in league with the Otomo Concern and uses his position as police chief to do dirty work for them.

He was voiced by Shinpachi Tsuji.

Biography[]

Gisuke Haniwa was originally a soldier who fought for the Japanese in World War II. During the war, Haniwa used his position as officer to commit numerous crimes, plundering villages and burning them to the ground as well as embezzling arms and dealing them on the side. When one of his soldiers discovered what he was doing, Haniwa had the man sent to the front lines where he would be killed and later had the man's wife and children thrown in prison where they later died.

After the war, Haniwa joined up with the Otomo Concern and was placed by them as police chief of the city they built, secretly acting as something of an enforcer for them. When he was ordered to take out researcher Tatsuyuki Kagura after he became obsessed with the Skull Man suit, Haniwa personally murdered the man and set fire to his house, burning it down with his family inside.

Haniwa later used his position as police chief to coerce actress Yui Onizuka into being his girlfriend, imposing a very strict curfew on her in order to control her. When the Skull Man began targeting people who were being turned into G.R.O. by the Otomo Concern, Haniwa initially did not believe the rumors that the Skull Man was a surviving Tatsuo Kagura, the son of the man he had murdered many years ago, as he believed he had murdered Tatsuo when he burned the house down. After Yui was lured out by the Skull Man in order to draw out her friend Sayoko, she was murdered by Jin Koichi on Otomo and Haniwa's orders.

After Nami was killed by the Skull Man and had her body left with Hayato Mikogami, Haniwa pinned the death of Nami on Hayato even though the Skull Man was clearly present, forcing Hayato to become a fugitive in order to avoid capture.

Eventually, Haniwa was confronted by private detective Kyoichiro Tachigi, who revealed himself to be the soldier whose family Haniwa had imprisoned during World War II. Haniwa attempted to shoot Tachigi but missed, only blowing his hat off, and was instead shot and killed by Tachigi as revenge for his family.
