The Gokudo-kai and their Hong Kong counterpart the Dragonheads are the main antagonistic factions of the Police 911 series, a spin-off of the Lethal Enforcers series. They also appear as minor antagonists in Lethal Enforcers 3, with the Dragonheads appearing as the main antagonists of the "Coast Intruders" stage and the Gokudo-kai serving as the main antagonists of the "Rival Heat" stage.

Police 911[]
The game begins with the LAPD conducting a raid on a nightclub operated by the Gokudo-kai with the intent to arrest the six leaders and suppress the handgun smuggling. Once the nightclub is cleared, the player then confronts the first member of the group, Richard Hansen, in a gunfight in the streets. The player then arrests several other members of the group in a car chase before proceeding to an underground parking garage, before heading outside to the pedestrian area to arrest Bai Ei Lee. The player then infiltrates a warehouse east of Little Tokyo to arrest Noriko Nagata before flying to Tokyo, Japan to arrest the three remaining members of the organization that have escaped. In Kabuki-cho, the player first takes down Shigenobu Matsuyama, who is driving a truck with several gunmen inside, before proceeding to Shinjuku Square to arrest Keisuke Matsuoka. Finally, the player arrives at Shinjuku Station, where the player finds and arrests the mastermind, Katsuji Haraguchi.
In the Japanese version, The Keisatsukan, the game instead begins in Tokyo where the player confronts Shigenobu Matsuyama outside of the nightclub, then fighting Richard Hansen at Shinjuku Square before taking down Keisuke Matsuoka at the train station. After that, the player flies to Los Angeles where he confronts both Noriko Nagata and Bai Ei Lee in the pedestrian area, before fighting his way through the underground parking garage and facing off against Katsuji Haraguchi in the streets of Little Tokyo.
Police 911 2[]
In the sequel, set one year after the events of the first game, the player must now travel around Japan through cities such as Osaka, Hakata, Shinjuku, Kobe, Nagoya, and Sapporo. As a result of growing crime rates in Japan, the government issues a nationwide arrest plan to arrest all known criminals. The Gokudo-kai has now joined forces with the Hong Kong mafia group, the Dragonheads. The criminals that must be arrested this time are Ko Bun Yuen, Koji Umezawa, Tadanobu Abe, Ku Ka Hang, Koji Motomura, Sadaharu Kitaya, and Hung Ko Cheung. Depending on the player's performance, he or she may also face off against the kingpin of the organization, Shigenobu Matsuyama.
Lethal Enforcers 3[]
In the "Coast Intruders" stage, the Dragonheads, led by Akihito Kawanishi, attempt to smuggle narcotics aboard a yacht. Japan's Special Security Team is deployed to investigate along with the Coast Guard. A forced entry is made onto the boat, and it later turns out the drug dealers had evacuated to resist arrest. Eventually, Kawanishi is cornered and attempts to escape on a forklift but is subdued and arrested.
In the "Rival Heat" stage, Masaru Yoshioka, the leader of the Gokudo-kai, tries to make another firearm smuggling plan and is pursued by Masa and Yoshi, two rival detectives teaming up to arrest him. Yoshioka sends in his subordinates to impede their pursuit but is eventually cornered in an underground train track where he fights the two by splitting himself into three and wielding a bazooka and night vision goggles. Eventually, Masa and Yoshi manage to defeat Yoshioka and arrest him.
