Heiji Shindo is the secondary antagonist of the first season of the Netflix animated series Blue Eye Samurai. He is the right-hand man of Abijah Fowler, who works to aid him conquer Japan and kill the shogun, while also trying to get him killed to get Japan for himself.
He was voiced by Randall Park, who also played Kim Jong-un in The Interview and Butch in Paw Patrol: The Movie.

In comparison to the more violent and brutish Fowler, Shindo is shown to be quite pragmatic, knowing when there are enemies he can't defeat and trying to find ways to deal with them rather than treating them as nuisances. He is quite charismatic and rational, being an opportunist who can act friendly and affable towards others as a way to get himself a higher chance to succeed in his plans.
Shindo loves his country's culture, which is part of the reason he grew to despise Fowler, seeing him as barbaric and primitive. As time passes and he comes to understand how powerful Fowler is, Shindo gets more and more horrified at Fowler's goal to westernize Japan, although he still gladly follows him for power. His desire to overthrow the shogun and Fowler's seeming carelessness leads him to make a plan to steal his guns and kill Fowler so he could personaly lead his army against the shogunate.
Despite his sophisticated persona and mannerism, Shindo is ruthless and willing to get his hands dirty to get what he wants, as shown when he personaly murders the shogun's last defense and allows Fowler and his army to reach the shogun and his associates. Shindo is also shown moments of sadism, taking joy in torturing Taigen. He is also shown to have a huge ego, sarcastically asking Fowler if he thinks he takes orders from him and demanding the shogun's family and allies to bow to him and Fowler before shooting one of them dead.
As the show goes on, Shindo grows to worrying about Mizu to outright being terrified of her, becoming paranoid and making several attempts to kill Mizu with every resource he had, from his army, Fowler's drugs to the deranged prisoners he keeps in the dungeon of his castle. His cowardice is best seen in his last moments, where he asks what was Taigen's price so he could spare his life.

Backstory[]
Little is known about Heiji Shindo's past, but from what we know, he was born in the Shindo clan and had a younger brother who would later become the master of the Shindo Dojo. Growing up, Heiji understood that he would never be a master at swordsmanship, so he decided to become a merchant and makes deals with other people to get what he wanted. At some point in his life, he became known as a powerful individual in the black market, who sold opium, prostitutes, and guns from western countries for money.
Ten years before the events of the series, he met with four men from the West, with one of them being Abijah Fowler. Shindo would start working with Fowler in an attempt to use him for power, finding ways to entertain him during his time in Fowler's castle to gain his trust until he could finally accomplish his plan to bring an army with thousands of firearms into Japan and then usurp the shogun.
As time went on, Shindo grew to despise Fowler because of his manners and behaviour, and planned on having him killed and later take over his army so he could have complete control of Japan.
Blue Eye Samurai[]
After finding out from a man called Hachiman about Heiji Shindo, Mizu decided to go find him in an attempt to get closer to Abijah Fowler, since she wants revenge for the way she was mistreated growing up due to being half-Japanese and half-European and planned on killing the four European men who went to Japan twenty years ago since one of them would be her birth father, with her having already killed one of them named Violet.
After getting defeated by Mizu, Shindo's brother would go see him and beg for forgiveness due to Mizu now knowing his location, with Shindo responding that he failed in teaching his students due to them having been unable to kill Mizu. After this, Fowler told Shindo to send the Four Fangs, a group of highly skilled assassins, to kill Mizu, which he did. As time passed since the Four Fangs were sent after Mizu, Shindo became more paranoid, spending his time looking at the window to see the confirmation of Mizu's death, which didn't happen.
During this, Shindo saw that Fowler learned how to master painting, but grew annoyed after he told Shindo that he hated painting before throwing his in the fireplace. That night, after finding out that the Four Fangs were killed by Mizu, Fowler ordered Shindo to deal with Mizu, so Shindo sent his thug Okiyama to bring him Mizu so they could make a deal, in which he would try to give her a status of power as a clan lord and a high quantity of money in exchange for her right thumb as a way to make sure she would never use a sword again and be a threat to him and his goals.
They, alongside Taigen, would meet in a place surrounded by cliffs, where Shindo would try to make the deal with Mizu, but she rejected it. This leads to Shindo instead offering her a chance of revenge by saying that if she hid in a barrel he had there, he would get her to Fowler and give her the revenge she wanted. Before she did it, however, she asked about the flower Shindo had in his kimono and who cut it.
Shindo becomes more cold and angry, ordering her to get in the barrel or he would have the archers around the cliffs shoot arrows by the hundreds at her, but when he grabbed her hand so she would get in the barrel, Mizu cut off Shindo's right hand. After this, his archers launched arrows to kill her and Taigen while Shindo left the area, although the duo managed to escape thanks to Ringo.
After getting back to Fowler's castle, Shindo tells him that Mizu was a demon like him, and that she will stop at nothing until she kills Fowler. Fowler then demanded to know everything about Mizu, with Shindo replying that he only knows her name, but he knows someone who knows much more about her, with Shindo's henchman then bringing Taigen, whom he had kidnapped, to Fowler in a barrel.
Shindo would then have Taigen tortured for information, but he refused to tell him anything about Mizu, so Shindo tortured him until he was nearly dead before throwing him in one of the castle's cells. After having learning how to get into Fowler's castle from Madame Kaji, Mizu sneaked through the tunels that lead there, with one of the soldiers ringing a bell to announce that there was an intruder.
During this, Fowler gave Chiba, the shogun's advisor and another lord next to him milk he had transported from Europe, with Chiba disliking it after Fowler had him prove it. While discussing about their plan to kill the shogun, a messenger informs them that Mizu had broke into the castle, with Shindo deciding to see through a device so he could watch Mizu get killed despite Fowler ordering him to sit with him so they could discuss about their plan.
When Mizu was able to get through the castle's first defense and glared at him through his device, Shindo decided to send his giant henchman to kill Mizu alongside Fowler's drug-induced flowers to make sure she would get killed. Despite this, Mizu was able to defeat the giant thug and all the things they threw at her, before freeing Taigen from his cell and getting into Fowler's meeting room.
Fowler then shot Mizu in her right shoulder, before beating her and Taigen up. After they have a brief fight, Mizu decides to escape by jumping out of the castle's window into a frozen river, with her and Taigen later being rescued by Ringo. The next day, Fowler would leave the castle and he and Shindo would travel to Edo while also stopping multiple times to have orgies with the women in the brothels nearby, and in some cases killing people during them.
During this, Shindo sent a letter to Chiba and told him to find the guns Fowler was having transported to Japan, wanting to usurp the shogun himself and kill Fowler, although they were unable to find them. After this, Fowler would bring Shindo to a place in the middle of a field, where four meant were sent to Fowler for him to use as target practice. Shindo then asks where the guns were, with Fowler revealing that he smuggled the guns by putting parts of them in common objects, such as him putting part of a rifle as piano leg.
Fowler then talked about his past, where he survived through starvation by eating his sister's kidneys, with him saying that he remembers the taste and him biting them every time he eats something to remember that he controls everything in his life now, before shooting one of the men and ordering his soldiers to kill the other three. Fowler then reveals that the men were Chiba and his allies, having found out about their betrayal, before telling Shindo that he will lead Chiba's army during the attack against the shogunate.
While Fowler was trying to make a deal with the shogun's sons in an attempt to get closer to the Shogun and have a better chance to kill him, Shindo meets with the Shogun and offers him a golden cup, before a swarm of butterflies appear, with Shindo internally mentioning that the Council of Elders were blessed, likely believing he was as well. During Fowler's attempted coup, his army is unable to get through the last gate to the shogun's castle, so to make sure the plan would work, Shindo shoots the guards defending it before opening the gate.
After this, he and Fowler would find the shogun, his family and his allies, with Fowler personaly murdering the shogun in order to have his image humiliated, and Shindo then killing one of the nobles in the same room, telling them that they can either die or bow to him and Fowler. Right as Fowler prepared to kill the shogun's elder son, Mizu appeared and stopped Fowler from doing so, with her and Taigen then killing Fowler's guards before the latter left in an attempt to escape from them.
While Mizu went after Fowler, Taigen found out that Shindo was trying to fake being dead by hiding between the bodies of the soldiers Mizu and Taigen killed, with him then grabbing Shindo by his left arm. Understanding that his plan didn't work, Shindo asked Taigen what he wanted as a price to let him live, with Taigen simply answering "He will kill you with the sword", reminding him of how Shindo tortured him, before killing Shindo with his sword. After Mizu accidentaly caused a fire while fighting Fowler, Shindo's body was burned inside the Ito clan's castle.
