Herrmann was a major antagonist in season six of Orange is the New Black.

He is the commander of the Critical Emergency Response Team (CERT) which storms Litchfield Penitentiary's riot in season five, and stages Desi Piscatella's death so that it would appear an inmate was responsible, not his team, ultimately leading to Taystee Jefferson's sentence increase.

He was portrayed by Jason Altman.

Personality

Herrmann is a lazy, aggressive and short-fused. He demonstrates little empathy over causing Piscatella's death, caring more about the paperwork involved than the death of his colleague. He shows no remorse over his action, and also seems to be sexually perverse and fails to respect boundaries.

Physical appearance

Herrmann has thinning blonde hair and pale blue, sunken-in eyes. He has thin lips, is white and quite tall.

Background

Herrmann at some point began working with New York's CERT, and was appointed the commander for the Litchfield Penitentiary riot.

Orange is the New Black

Herrmann and the CERT are called to be on stand-by during the days of the Litchfield riot in the aftermath of Poussey Washington's death and brutality from COs. Despite negotiations going on for days between Taystee and Natalie Figueroa, the go ahead to begin the storm is received by the CERT.

Herrmann is first seen entering the chapel, where he brutalises Emily Gerrman, causing her to cry out in pain. Herrmann then encounters Brook Soso who peacefully protests the storm. Herrmann calls her a bitch, and tells her to move. She refuses, and is forcefully taken by the CERT. Herrmann starts to destroy the Poussey Washington memorial library that brook made. Herrmann then proceeds to the laundry room, where he rebukes his inexperienced colleague Natoli for pointing his gun directly at Alana Dwight. Instead, Herrmann tells Natoli that "if he wants to have fun" he shoots his pepper ball ammunition at the ceiling, as being hit with a pepper ball will cause certain death. Herrmann tells Natoli if he wants to cause physical pain to mace or taser them.

After Herrmann and the CERT fail to locate the remaining inmates, he is told about the hidden pool. Herrmann and his team progress, where they encounter Piscatella. Natoli aims for the ceiling, but owing to Piscatella's height, is hit square in the head, killing him instantly. In shock, Natoli begins crying, which Herrmann tells him to stop.

Herrmann then blows open the entrance to the pool. It is revealed in a flashback in season six that he stages Piscatella's death to avoid paperwork, to make it look as if an inmate had. He shoots Piscatella in the face with the gun taken from Thomas Humphrey in season four. Not believing that Taystee, who is now being framed for Piscatella's death, was responsible, Caputo follows Herrmann to a café. There, Herrmann tells Caputo he would like to sleep with the barista, making Caputo uncomfortable, and even more so when Caputo is asked if he would.

Caputo begins to quiz Herrmann on the events in the pool, which Herrmann avoids answering and becomes quickly agitated at Caputo. Herrmann threatens Caputo with a restraining order if he every came near him again. After Taystee's guilty verdict, Caputo catches up with Herrmann and pins him up against a wall, saying he knows he is responsible. Herrmann punches Caputo and starts to beat him up before running away.
