Hiiragi Utena ( うてな?), also known as Magia Baiser, is the main protagonist of the 2019 ecchi manga series Gushing over Magical Girls and its 2024 anime adaptation of the same name.
Once an ordinary high school girl who idolized magical girls, she receives a similar power to oppose her idols from the mysterious mascot Venalita. Although she initially denied it, she eventually embraced her new role as the leader of the evil organization Enormeeta. At first she harbored an immense admiration mixed with obsession toward the Tres Magia, she soon discovers a hidden personality of her that has led her to sexually torment her formal idols, who are also classmates in the same classroom unaware to her.
She is voiced by Izumi Fuuka in Japanese.

Hiiragi is a teenage girl with eyes of amber color and short wave dark purple-colored hair with an ahoge at the top of her head. She is mostly in her female white high school uniform.
Magia Baiser[]
Hiiragi when shouting Trans-Magia, she has horns on her head and her nails are long and purple and has wings on her back that make Hiiragi fly and an exposed chest area covered by stars and sleeves and pants covered by voluminous skirts that are from waist to back and two stars that appear on her cheeks.
Empowered Form[]
As Baiser's appearance enhances, her horns bend upward, enlarge and so does her hair. As the stars below her eyes multiply, some also appear above her eyes. She grows one more pair of wings and her nails sharpen.
Personality[]
Hiiragi is a socially awkward teenage girl who idolizes magical girls like most others of her ages. But unbeknownst to herself, she soon discovers this hidden sadistic side of her when she receives her powers from Venalita. Lost in her thoughts, she questions herself how does she enjoy opposing the magical girls that she has always idolized.
She seemed unaware of the depths of her perversion, thus the first times she fought as Baiser, she had to be extorted by Vernalita; however, once in the flow of tormenting the magical girls, she had ideas and fetishes that were from her own mind, rather than the mascot's suggestions. While she is particularly obsessed with Tres Magia, she also adores all magical girls in general, as well as any girl she deems to be especially cute or sexy. She seems to believe her cruelty is just an extreme expression of her love, since whenever she "bullies" a target that she adores, she frequently expresses words of affection and encouragement, along with the teasing and occasional taunts.
As Baiser, she wholly embraces her inner sexual sadism, but upon returning to her civilian persona, she can feel shame about her actions and doubt that she was truly that perverted. As Baiser, she exudes confidence, which ties into her sadistic tendencies, however, upon de-transforming, she resumes her original incredibly meek and unassuming demeanour; although, her lust can still manifest in private, as she reads S&M porn magazines and fantasizes about magical girls.
While preferring to be "hands on," Baiser is perceptive enough to sometimes notice hidden feelings people hold for each other, such as Matama and Nemo, who she deduced secretly harbored romantic feelings for each other; therefore, Baiser used Neroalice's power to force the pair into a situation in which they would need to act on those feelings. So, even though Baiser was satisfying a voyeuristic fetish, she was also punishing the two for obeying Lord's magical girl extermination orders before, but also helping them achieve happiness and pleasure.
Despite her depravity, she holds some versions of morals, such as finding pretty young girls cute, but she doesn't force her molestation on them - barring Lord, but she was an adult transformed into a child, and it was only a spanking. Baiser also needs her targets to show a level of resistance; she is happy for them to beginning feeling the pain and/or humiliation as pleasure, however, should they abandon their pride, she is enraged and disappointed. During a fight against Azure, the most pliable to masochistic experiences, when the bustiest Tres Magia broke down as a subhuman submissive, Baiser rejected her pleas for more pain in disgust, and instead demanded that Azure regain the spark that Baiser had found so appealing in the first place.
Utena reluctantly but without much protest accepted leadership of the evil organisation, even becoming comfortable in the role of a villain, yet she lacks any interest in the goal of world domination, nor even definitively defeating the magical girls, as she merely wishes to indulge her sexual sadism and lust by continuing to battle, or rather, bully the heroes to savour their beautiful spirits and bodies. While this habit is what brought her joy, she was also finding contentment in the fact that she had finally made friends, if in an orthodox mode and method.

- Hiiragi's original full name was planned to be Frusta Dominate in the early stages of the manga before it was published.
- The word "baiser" has French origins. When used as a noun, it translates to "kiss". When used as a verb, it is a vulgar slang term for sex.
