Mayor Howard Johnson is a Major antagonist in the Grimsborough section of the 2012 video game Criminal Case.

He was the mayor of Grimsborough, and a senior member of The Crimson Order.

Personality

Mayor Johnson is a deceptive and corrupt public official. He appears as an affable person to the player and the rest of the Grimsborough Police Department, however, this is an act. He is shown to try and sustain his political career by any means necessary, as well as protect the Crimson Order.

Physical appearance

Howard is a short man, standing at 5'3". He weighs 138 lbs, has brown eyes and grey hair. He is often seen wearing a black suit, white shirt and a tie or bow tie.

Biography

Background

Howard was born to Serena Johnson and an unknown father. At some point, he joined the Red Party, a political party based in Grimsborough. He ran a mayoral campaign and was elected. At some point, Howard started taking antidepressants and had cosmetic surgery.

Criminal Case

Howard first greets the player and officer David Jones after they complete the first district of Grimsborough, the Industrial Area. Howard congratulates the player for the killers they have arrested. He does across each district until the player arrives in Maple Heights. Howard takes on a larger role in the game here.

When the player arrives in Maple Heights, Howard's re-election campaign is well underway. Howard becomes a suspect in the murder of Jerry Bigwall, who was revealed to be one of Howard's largest donors. However, it is revealed that Jerry withdrew his financial support for the reelection campaign over a minor disagreement.

Howard was later suspected in the murder of socialite Kerry Ann Buxton, where he lies to the police saying he only briefly knew the victim. However, this is revealed not to be true when it is discovered Howard was in fact infatuated with her, and would write her love letters.

Howard was once again interviewed following the murder of Khalid Souleyman, where it was revealed Khalid was a big supporter of Howard's throughout his re-election campaign. It is later revealed that his campaign was being financed by the Sutanistan government, which was prohibited as foreign interference in a US election.

After Adam Bentley was found shot in Howard's office, the team immediately questioned him. Howard tried to prevent as much media coverage of Adam's death and his investigation. Howard told the police he believed he was being framed in an attack by the Blue Party, the Red Party's political rivals.

Howard is then re-elected as mayor. Later, it is revealed Chief Samuel King killed Adam and Howard is cleared.

In his final appearance, Howard arrives after the police go to arrest his mother, Serena, for ordering the assassination on Adam Bentley. Howard is later revealed to be a central member of the Crimson Order, a murderous conspiracy cult that seeks to obtain world domination. He was then sentenced to life in prison for his political corruption and complicity in multiple murders.
