Hugo was approached by Richie while he was serving time in prison, where Hugo threatened Richie after Richie mentioned Congressman Kilbride's name. However, Hugo and Richie then developed an understanding and Richie asked Hugo for help in ordering a hit on Wheatley. Hugo then told Richie that he knew of a hitman who goes by the name of Mr. Taylor and Hugo asked Mr. Taylor to murder Wheatley. The hit ordered on Wheatley was unsuccessful and Wheatley was rescued by Detective Elliot Stabler and Sergeant Ayanna Bell.
After Lance "Red Bull" Flowers stole drugs from Jon Kosta, Nova visited Hugo in prison and told Hugo about Red Bull stealing drugs from Kosta. Hugo then used his phone, which he smuggled into the prison, where he called Preston Webb to notify him about Red Bull's actions. A few days later, Hugo was released from prison where Nova greeted him. Hugo told Nova that he was sorry for the death of her girlfriend. Nova and Hugo then continued working for Webb together and enlisted the help of Adam "Malachi" Mintock to assist the Marcy Killers.
During a blackout caused by Wheatley, Hugo and Nova met with Webb at a warehouse where Webb was packaging goods, to deliver to those suffering in the blackout, to make himself look like a good guy. Hugo told Webb that he got a lead on the man that Webb ordered a hit on and Webb started criticizing Hugo and Nova. When Webb discovered that his money was robbed by Stabler and Detective Frank Donnelly, Webb ordered Hugo and Flip to murder Stabler and Donnelly. Hugo and Flip then approached Stabler and Donnelly while they were in cars while pointing guns to their heads. Stabler then accidentally shot Flip before escaping from the scene while Hugo stood by Flip.
Hugo became the prime suspect in the murder of a lawyer and her client. Hugo then met with Nova at a cafe to warn her that the police have suspected him of murder. After Hugo's gun was revealed to be the same gun that murdered the two women, Sergeant Bell and Detective Jet Slootmaekers search Hugo's aunt's house for Hugo. Bell eventually found him hidden under a mattress and Hugo was arrested for murder. During interrogation, Hugo tells Bell and Sloot that he was friends with the lawyer who was murdered due to him helping her with a peace treaty. Hugo then tells Bell and Sloot that he is being framed for the murder by a corrupt cop named Matthew Van Aller. Hugo was released after it was proved that he did not commit the murder. However, Webb asked Hugo and Nova to meet with him in his office. Webb then told Hugo that he doesn't trust him anymore.
