|~ ISI Leader to Raul Menendez.|
The ISI Leader is an unknown individual who currently leads the Inter-Services Intelligence in the year 2025 of the game Call of Duty: Black Ops II. He is a minor antagonist and is seen cooperating with Raul Menendez in his goal to bring down both the United States and China by supporting Cordis Die in pinning NATO and the SDC against each other.
He is first seen in Mission 4: Fallen Angel where the ISI leader is seen talking and cooperating with Menendez and is seen having a grudge against both the US and China. He then supports Menendez and then walks with him to show him a downed drone that was captured. The drone is intact, but the ISI is unable to hack into its systems and appears that they don't have any resources to do so and Menendez dosen't being concerned. After walking with him some more, he is then last seen after Menendez reveals the location of David Mason and Mike Harper down below them.
The ISI leader appears to have strong xenophobic views, having grudges against both the US and China, claiming that they only care for their own purposes and not their people's or others' needs. He then agrees to help Menendez and uses the ISI to help and assist Cordis Die in any possibility.
