The Insurgents are the titular main antagonists of the videogame Rebel Inc. and its PC port Rebel Inc. Escalation.
They are a group of guerrilla fighters who wants to conquer the region they're in before the player successfully stabilizes it. They are the player, the coalition, and National Army's arch-nemesis.
History[]
Introduction[]
Initially, the player will be given about 2 years or so before Insurgency started. Unless they are the General, Military Initiatives will be locked, leaving the player with only Civilian and Government Initiatives to fund.
Start of the Insurgency[]
Afterward, Insurgency will be rumored and the player will have access to Military Initiatives to fight the Insurgents. Soon, the first Insurgents will spawn. Leaving unhindered, they will prevent the zone they're in from being stabilize and eventually capture it. The player suffer an instant Reputation loss everytime they capture a zone, with the penalty increase every time they retake it. They also constantly loss Reputation for every zones lost to the Insurgents. The effect is based on the zone's poputalion, with remote zones has the weakest effect while Urban has the strongest.
Insurgents can established Camps to aid them. They will constantly spawn new Insurgents to attack nearby zones. They can be revealed by having soldiers, Garrison in the same zone and Drones. They can then be destroyed by soldiers or Airstrike. A destroyed camp will eventually be rebuild in another zone, however the chance is 0 is the zone is stable.
Insurgents can occasionally take casualties every time they lose a battle, which causes one group (represent by a red diamond) to vanish. They will also take longer to capture any zone with a Security Initiative and lose 1 group for every Security Initiatives they destroyed.
When in combat with soldiers, a bar will appear to show the tides between the two. When Insurgents are defeated, they will flee to a nearby zone. If all exits are blocked, they're destroyed for good.
Peace Negotiation[]
Occasionally, the player can gets a event about talking to the Insurgents leader. If the player are not successful in suppressing Insurgents or stabilizing zones, the leader is less likely to talk. Otherwise, if the player destroyed many Insurgents group and stabilizea the majority of the region, the leader are more willing to talk. If they refused, the player lose Reputation, but if they don't, the peace negotiation start. A new bar called Peace will appear on top of the Reputation bar to show the peace progression.
The speed of the negotiation progress is determined by how efficiency the player is in term of fighting Insurgents, which if they are doing well, the Peace bar will increase very quick, nut otherwise, it will be relatively slow and can even decrease. There are 5 event which the player must choose the decision before the negotiation can continue.They are:
- Political Participation
- Victim reparations
- Future Coalition Presence
- Transitional Justice
- Decommissioning
The player can choose to give in to Insurgents through:
- Insurgents to govern
- Government apologies
- All international presence withdrawn
- Full insurgent amnesty
- Insurgents keep all weapons
These will speed up the peace negotiation but has a heavy Reputation penalty. Some of them can also trigger Anger over Justice hypocrisy if you have Universal Justice,
Compromising:
- Insurgents set up party
- Insurgents and Government apologies
- Most international forces withdrawn
- Imprison some insurgency leaders
- Insurgents hand in heavy weapons
These will have a minor Reputation penalty, nothing else will happen.
Refuse insurgent demands:
- Insurgents banned
- Insurgents apologies
- International forces remain indefinitely
- Imprison all insurgent leaders
- Insurgents hand in all weapons
This will give you 4 Reputation while antagonizing them. They are more likely to object if the current situation is still beneficial for them, set back the Peace Progress.
All of these choices will only appear once per game.
Once the peace deal is complete, you can choose to accept it, with will made it significantly easier to stabilize zones but with the risk of losing Reputation.The loss depends on number of insurgent fighters and insurgent controlled zones as well as how many demands the insurgents were fulfilled by you or how many compromises you have given them.
It's impossible to lose the game through accepting the deal as no matter how much Reputation you lose, it can never go below 0.
If the player Demand concessions, they will gain 4 Reputation (-1 every time you choose this once again), and set the peace progress to 70%, while antagonizing Insurgents.
If the player Reject deal, they will gain 10 Reputation (-3 every time you choose this once again), and reset the peace progress, while significantly antagonizing Insurgents.
