Isao Katsuragi is one of the overarching antagonists in the Yakuza Saga of the Like a Dragon (Ryū ga Gotoku, formerly known as Yakuza in the west) franchise.
He is one of the two secondary antagonists (alongside Hiroaki Arai) of Yakuza 4, being the main antagonist of the Saejima and Kiryu story arcs, and one of the overarching antagonists of the Akiyama and Tanimura story arcs.
Katsuragi was the captain of the Ueno Seiwa clan, but due to the chairman's age, he served as the clan's leader. Katsuragi served as the leader of the clan. He is the arch-enemy of Taiga and Yasuko Saejima, since it was revealed that he was responsible for framing Saejima for the Ueno Seiwa clan massacre and forcing Yasuko to commit murder so she could save her stepbrother from prison.
He is voiced by Fumihiko Tachiki, who's best known for his roles as Gendo Ikari from Neon Genesis Evangelion franchise and Akainu from the One Piece franchise.

Katsuragi is an average-height middle-aged man, with black slick hair and his face being slightly wrinkly and has a deep smile from his nose to his mouth. His main attire consists of a black overcoat over a grey suit with a white undershirt, a blue striped tie, and black dressed shoes.
