Jacob Snell is a metahuman who could control hailstones and the main antagonist in the Smallville comic book story "Elemental".
Jacob's family owned a farm with water wells and they were thriving until LuthorCorp put in a housing development near their land that caused their wells to become dry. Holding a deep grudge against the Luthors, Jacob grew angry and resentful.
During a freezing night last month when Jacob was walking home, a cloud of green meteor rock dust blew all over him. After that something inside Jacob changed granting him the power to make it rain hailstones.
Lex Luthor threw a party at the his mansion. Among the guests were Clark Kent, Lana Lang and Whitney Fordman. Admiring Lana and her Kryptonite necklace from afar, Clark is pushed to talk to her by Lex.
However, the conversation was brief between the two as all of a sudden, the mansion becomes extremely cold. Not bothered by the cold, Clark was asked why he wasn't freezing by Lana.
As he was drinking, Lex's glass is destroyed by hailstones that were falling inside. Clark notices Jacob Snell outside, who seemed to be the cause of the sudden chill.
Clark went outside and confronted Jacob who blamed the Luthors for his family's problems. Clark discovered that once again, the green rocks have given another teen powers. Clark tried to stop Jacob from destroying the mansion and the party goers by grabbing Jacob and slamming him through a window.
After getting into a fight with Clark, Jacob loses control of his powers. His power to control the hail is gone, causing the hailstones to create an explosion that knocked him out, causing Jacob to become dazed and forgetful. Afterwards, Jacob loses his memory of the recent events and an ambulance takes him away.
Later that night Lex speculates that it must have been a freak storm and once again notices strange things seem to happen when Clark Kent is around. Clark was too distracted, however, by Lana and Whitney walking away together to answer Lex.
