Jade Waters is one of the two main antagonists of the second season if Criminal Minds: Evolution. Waters is one of the leading Gold Star Killers, along with boyfriend Damien Booth. under the orders of cult leader Frank Church, they all target his accomplices in the conspiracy to torture and indoctrinate them all, Church lying he was "saving" the group from them all. When the lies came to fruition, Waters waged war against Church, while still maintaining hostility against the FBI.

She's portrayed by Liana Liberato, who also portrayed Quinn Bailey in Scream VI.

Biography[]

Background[]

Waters was the daughter of Deputy Rick Waters in Utah, who killed her mother and disappeared her remains. Deputy Water was affiliated with Church's operations through Stuart House, an alleged trouble teens facility where instead, kids were tortured and brainwashed into being child soldiers under Church's direction. When Waters went to police to report her father, Deputy Waters and his colleagues forcibly committed her to Stuart House, and she was repeatedly gang-raped, tortured by electric shocks and other means, and gaslit completely into Church's programming. Church told her he was who "rescued" her from the facilities and Deputy Waters, lying when he showed her the cells that he had nothing to do with it. In truth, not only did his company found the property, but he restrained and repeatedly raped Waters while she was unconscious, along with other girls he abducted and tortured, for his own pleasure, reportedly raping Waters the worst as "his favorite". She grew to bond with Booth, who was in an adjacent cell to her, and they became a couple. They were the strongest enforcers for Church's operations and led their militia group Church formed, known as the "Gold Stars", who was spoken of as heroes and idols back at Church's barracks where he raped and brutalized more abducted kids into being "soldiers".

Church wanted to get rid of all of his accomplices, so he lied to the Gold Stars they were the only ones guilty of the group's trauma and ordered their murders. Booth and Waters slaughters a couple dozen employees of Church over the course of years, disguising their deaths as accidents, suicides, and disappearances with investigations leading to false conclusions or nowhere. Church knew they'd all be liabilities, so he hired a "Strike Team" of mercenaries one for each of the Gold Stars along with a primary director of operations, to kill them once their tasks were finished. The Gold Stars found out first, and Booth killed them all. Waters, in the meantime, trolled Utah to pretend to be a scared, stranded motorist, to solicit the mechanical assistance of Deputy Waters' colleagues and accomplices at Stuart House. Waters successfully perpetrated the ruses on several sheriff's deputies, bludgeoning them with tire irons and stealing their badges as trophies. She also used a homemade tattoo to mark her arm with an eye as a totem to her killings each time she killed a victim. Deputy Waters saw her coming and kidnapped her at gunpoint to kill her where Waters' mother was buried. She got the upper hand and shot him dead. She reconvened with Booth, and he gave her a badge of a detective in the Strike Team he murdered. Both of them shared the same M.O.: they mutilated the eyes of every victim they killed in their latest sprees, except the detective, whose tongue was cut out.

They called serial killer Elias Voit, an incarcerated FBI fugitive they contacted through his network while he was at large, and who he kept as a backup plan to get revenge on the FBI. He proved who he was by a quote form Mary Shelley, when arranged a meeting with them in a public park. All the while, he tapped out "North Star" in Morse code, as part of his own lies to manipulate the killers. As Booth and Waters knew the FBI was joining him, realizing he was breaking their confidence, they strapped arms dealer Eddie Dayton to a bomb and forced him to try and run Voit over with a bulletproof van. It failed, as the van was stopped and the bomb was deactivated. They called Voit on a phone rigged to the bomb, Waters confronting him over the sting. He convinced them that if they wanted answers, they needed him. Both later disguised himself as an agent, slipped into the correctional vehicle Voit was in, and asked for more about "North Star". Voit lied the FBI was corrupt behind the facility, telling the couple to never trust them. They later met with Voit's lawyer, Vincent Orlov, to get a GPS tracker that would lead to a storm shelter where they'd find the rest of Voit's lies. They went underground and camped out in the wilderness to plot their next moves, further incited by Waters' flashbacks to being raped by Church in her dreams and Booth needing to console her.

After killing the latest employee they found and staging his death as a suicide by hanging, they went after Dr. Jill Gideon, who gave the FBI appear on child psychopaths over to Stuart House, reverse engineering it in hopes it was meant for therapy, not reverting to and exploiting its original research to torture the teens. They were convinced, when seeing the FBI detail at her house, the government was behind everything and they needed payback against all of them. Jill manipulated the security to leave, and she let Booth kidnap her under the lie a "boy" needed saving. Taking Booth to the cabin of her murdered ex-husband, Agent Jason Gideon, Jill revealed she was hoping to own up to her part in scarring Booth as a boy. She successfully deprogrammed him by apologizing and telling him the truth, and he was near surrendering to arrest. Waters was close behind and aiming a rifle in the vent something went wrong. Booth gave a hand signal for her to kill him out of mercy, as he couldn't live with his guilt. Waters obliged and shot him dead, then ran the rifle on an automated program to distract police and make a quick escape. She ran, screaming in grief, and reconvened with another one of the Gold Stars, Dana Howe.

Waters let herself get arrested by a state trooper, only for Dana to shoot him and wound him. Waters gouged his eyes out, while telling him to let the FBI know she never wanted her crimes to happen and wants to return to Church's cult without incident. First, Waters and Dana find the bunker, where a corkboard diorama paints a picture of the BAU in a light of how they're to blame for Stuart House. They then return to Church's barracks in Maryland, rigging the shelter with bombs to kill three more state troopers. Church congratulates them, separates Waters, and shoots Dana dead. Waters meets the kids who idolize her, specifically Mila Sandoval, one of the most aggressive children at the site. Mila reveals she knows Church is the rapist of the girls in her dreams. Waters' deprogramming starts to fall apart, and when she wakes up at night and sees Mila is being prepared for another rape, the security detail tases her unconscious for Church to rape her instead. Waters breaks free afterward and kills two guards by breaking their necks, then wakes up Mila and tells her to get the kids to the FBI once they start raiding the compound. Waters works with Pete Bailey, the last Gold Star and brother of late FBI Deputy Director Doug Bailey, to blow up the barracks. They also abducted Church and Agent Emily Prentiss, the latter who Pete blamed for Doug's murder, ironically by Voit himself.

Waters ordered Church to confess to his crimes, and when he refused, she executed him with a shot to his head. Agent Prentiss refused to entertain their paranoia and requested a "trial", Waters presenting a series of voice memos from Doug to Pete, before Pete showed himself and demanded her confession to Doug's murder. Waters tortured her with an electric prod when she refused. They were planning to blow up and shoot at responding agents when they came to rescue Prentiss, but the agents knew how to get through to them. They used the projector to play Voit's confessed to Doug's assassination. Pete convinced Waters to surrender, and although he was peacefully arrested, Waters held a gun to her head in hopes to die. She was devastated by the truth, but Prentiss, implying she was a rape victim as well and personally commiserated with Waters, promised to take her full statement. Waters was arrested, and before she was imprisoned for life, she met Mila for proper goodbyes, MIla expressing her thanks to Waters for saving her and the other kids.
