Janet Monroe is the main villain from the Walker, Texas Ranger episode "Forgotten People". She was portrayed by Gail Strickland.

Biography[]

Monroe was a Doctor who was in charge of the Quiet Rest Nursing home, alongside her assistant John Daniels, and a group of Male nurse orderlies who were ex-cons. However, she was actually using PSL-130, a drug banned by the FDA on treating Alzheimer's, and using the elderly patients as guinea pigs with different variations created by Daniels, they hoped to create a cure for Alzheimer's they could sell to the pharmaceutical companies to draw a very large profit for themselves since working in a nursing home where old people die would allow them to avoid suspicion. Because of their illegal testing, nine patients had already died.

However, they drew attention from the Texas Rangers when one of their patients Josh Leonard, an old friend of James Trivette discovered and recorded on what he knew using a tape recorder his daughter Paula gave him, along with asking her to bring Trivette with her so he could give it him. However, one of the orderlies found it first, and upon learning of this, Monroe has Josh murdered by injecting him with the drugs to silence him, under the guise of a heart attack.

When Trivette learns of Josh's death, he decides to have an autopsy performed due to his suspicions about Quiet Rest because of his earlier notice of the male nurse's rude behavior to the elderly residents. Despite Monroe's attempts to dissuade her, Paula agrees with Trivette, though Monroe confirms to a worried Daniels that even if the drug variation was discovered it would not prove a thing. However, with the Medical Examiner able to find traces of the drug, along with the information that Walker dug up that Quiet Rest has a death ratio 13% higher than any compatible facility, it confirms to the group the truth of what is happening there.

Walker and Trivette decide to have their elderly friend, former-Texas Ranger C.D. Parker infiltrate Quiet Rest as an Alzheimer patient to gather evidence on the illegal testing, with Walker and Alex Cahill meeting with Monroe under the guise of the daughter and son-in-law respectively as part of the operation. During this time, Monroe is forced to murder another patient that tried to escape from the facility. C.D. later discovers one of the other patients Maisie Whitman is also there for the same reason of exposing them due to her best friend Helen's death who was one of the victims.

Just as Walker and Trivette find enough evidence to get a search warrant by getting permission from the families of the other victims to perform autopsies and confirm the variations of the drug, C.D. and Maisie are caught while C.D. was looting the testing room (as the orderlies were coming to his room to use him in their next experiment), but C.D. is able to activate a transmitter hidden in a bible Walker gave him which connected to Walker's pager to alert him that C.D. was in trouble.

They are taken to Monroe who prepares to inject then with lethal drugs to silence them. During this conformation, Monroe at first doesn't believe him when C.D. reveals his true identity as a Texas Ranger, but upon learning they were right outside the facility, she orders Daniels to inject them and the orderlies to hold off Walker and Trivette while she shreds the experiment records to destroy the evidence. After they break free, Maisie goes after Monroe and at first pretends to act senile to her, before going back to her true personality and took down Monroe with a single blow to the face.

With the PSL-130 and the remaining records confiscated, later at C.D.'s bar, Alex confirms to Paula that with this evidence Monroe, Daniels, and the majority of the staff in Quiet Rest will be going to prison.
