Jean-Luc Picard was a human villain introduced in the Star Trek: Picard episode The Stargazer.
This Picard was part of a timeline where Earth became a fascist empire named the Confederation of Earth, which was similar to the Terran Empire of the Mirror Universe. Much like the Picard of the Dark Mirror timeline, this Picard was a cruel and brutal man who had killed millions in his conquests. In this universe, Picard served as the commanding officer of the CSS World Razer - which was analogous to the Federation's USS Enterprise-D in the prime reality.
When the Jean-Luc Picard of the prime timeline was given a tour of this Picard's chateau, he was horrified to learn more about the man. This Picard had a habit of conquering worlds with his ship and facing aliens in combat. After defeating them he would collect their weapons and skulls to display in his chateau. One of the skulls on display was that of Gul Dukat, who had died on Cardassia while Picard was fighting to take that world. The fight between Picard and Dukat resulted in Picard being so severely injured that he needed a synthetic body. This Picard was also responsible for the death of the Klingon General Martok, who he had killed in armed combat after having a bioweapon deployed that wiped out life on Qo'noS. The skull of Sarek was also prominently displayed - who Picard himself beheaded on the steps of the Vulcan science academy in full view of his wife and son.
Among the other skulls in his twisted collection were those of the Ferengi Grand Nagus Zek, the Borg sentinel One of Two, the Saurian commodore Y'Shi, and the Lihn Zhee chieftain M'Talas. He had a large number of alien weapons in the room, including a Zhat Vash energy weapon and a dagger.
When the prime reality Picard and his comrades successfully ensured that Reneé Picard participated in the Europa Mission, the Confederation was prevented from forming, and the Picard native to that alternate timeline never came about in the prime reality.

The identies of Zek and the other skulls aside from the ones Q named were identified in an Instagram post by production designer Dave Blass.
