Jeffrey Moran is the main antagonist of the Law & Order: Special Victims Unit episode “Down Low In Hell's Kitchen”. He is a serial rapist who targets black men out of sexual attraction and rapes them when they cheat on their wife.
He was portrayed by William Popp.
History[]
Almost nothing is known about Moran, except that he was sent to prison for 3 years for assault. He also has a ex-girlfriend and at least one child, whom he all cares for. Their relationship supposedly ended when she realized he was gay, but he still regularly met to hang out with each other and their kids. While on parole, he started a spree of raping black men who cheat on their wife and have kids, seeing it as disgraceful.
In “Down Low In Hell's Kitchen”[]
The case is first brought up when Olivia Benson and Fin Tutoula talk about a case where the victim didn’t talk about for 3 days. There also turns out to be two more victims whom he all sodomized with a bottle after tasing them.
When famous singer Mathis Brooks is found in an alleyway with his pants down and brutalized, the Special Victims Unit takes his case. A man who harassed Mathis at a strip club is suspected, but he is cleared. Several black men then describe Moran, who is described as dirty, tall, and Red and orange hair.
Christian Garland, the SVU chief almost perfectly fits the appearance of his victims, and he goes undercover. Just as they think they have no one, Moran talks to Garland and tries to seduce him. While he is walking down the alleyway, Moran starts speed walking and then tries to tase him, but only to be stopped by Amanda Rollins.
At the lineup, Mathis is unable to find the identity of his “rapist”, even asking questions the number the perp will be. Mathis is finally exposed when a video of him buying a taser is released and when Moran has an alibi during the time the rape was happening. Unfortunately, Mathis is able to get our of trouble, with all the public changing their opinion that he wasn’t guilty.
After a victim tells the full story, of which he had oral sex with Moran and was raped later that night, Moran starts getting angry. Carisi is able to convince Morgan that if he is outed as a gay man who raped black men, he will most likely be assaulted in prison. In the end, Morgan is sent to jail for 7 years, no victims having to testify.
