He was portrayed by Tom Irwin, who also portrayed Roger Briggs in a later SVU episode and Adrian Powell in Devious Maids.
Biography[]
Bullard is an aviation engineer who goes to swingers' clubs with his wife Jane. He falls under con artist Cassandra Davina's spell when she meets him at a club, sleeps with him, and tells him that she needs him to protect her from her abusive ex-boyfriend Doug Loveless, who is in fact her twin brother, incestuous lover, and partner in crime who helps her grift impressionable men at sex clubs.
Before long, Bullard is burning through his family's savings to please Cassandra. Jane finds out and begs him to stop, but he refuses. One night, Jane gets drunk and stabs Bullard in the thigh. Bullard stumbles out into the street and manages to get help from a passing couple, but he falls into a brief coma.
When Bullard wakes up, he tells Detectives Olivia Benson and Elliot Stabler of the NYPD's Special Victims Unit, who atre investigating the attack, that Jane stabbed him, so they arrest her. Eventually. the detectives discover Cassandra and Doug's scam and arrest them, as well. Bullard hires an attorney for Cassandra and posts her bail.
Bullard is determined to get rid of Doug so he can have Cassandra all to himself, so he posts Doug's bond, invites him to his house under the pretext of wanting to give him and Cassandra money, gets him drunk, and stabs him to death with his own knife. Benson and Stabler track Loveless to Bullard's house with Cassandra in tow, finding him covered in Loveless' blood. Bullard eagerly admits to killing Loveless and declares his love to Cassandra, saying that he killed Loveless so they could finally be together. A devastated Cassandra cradles Loveless' body in her arms while completely ignoring Bullard, who appears stunned and baffled as Benson and Stabler arrest him. He is then imprisoned for murder.
