William "Billy" Russo, better known as Jigsaw or "The Heavy", is the main antagonist in Volume 11 of The Punisher MAX. A facial-deformed sociopath lacking any affability, and implied to have a history with the Punisher similar to that of his mainstream counterpart, Jigsaw was now the extremely racist, and sexist main distributor of a Mexican drug cartel.
Biography[]
Prior to his final encounter with Castle in Mexico, "The Heavy", whose true name is never stated in the Punisher MAX series, nor was his more famous moniker, Jigsaw, was a lower-ranking criminal who survived a previous encounter with the Punisher. Even during his first fight with the Punisher, he would go by as "The Heavy". However, Castle severely scarred this unnamed aggressor, making it a habit for "The Heavy" to frequently sport a gas mask.
He fled the United States to build a large drug network. He later associated himself with various drug suppliers, among them a bald, pigheaded fool, Ramón Estrada. In the Mexican border town of Tierra Rota, "The Heavy" and his partners have been kidnapping young girls and women (aged 12-30 years old) for an unspecified amount of time, enslaving and working them to death in a large meth lab. Any "employee" that succumbed and died from meth poisoning had their eyes and lungs removed from the back postmortem in order to get rid of any trace of evidence, and then their carcasses were dropped off back in town. Judging from the amount of graves in the local cemetery, if the Punisher's beliefs were correct, then this trafficking operation was quite possibly the biggest in all of Mexico.
During the main events of Volume 11, "The Heavy" ordered the already-dead body of a little girl planted inside an abandoned warehouse to make it look like the Punisher killed her as he shot and destroyed the mirror, her corpse was hidden behind, resulting in him attempting suicide out of guilt. Meanwhile, back at the meth lab, "The Heavy" tried to rape a woman in a closet for calling him a masked coward, but gets interrupted by a partner. Ramón Estrada's half-brother, a meth addict and local assassin, was tracked to his house by Castle, and finished off. Estrada fled Castle in a Ferrari. "The Heavy" became furious at Estrada for not driving a certain Mercedes, because the Mercedes contained a GPS that logged the location of "the Heavy"'s secret plant. On high alert, "The Heavy" planned on shutting down Estrada's operation, retrieving all his product, money, and erasing any traces of evidence to avoid any potential arrests. "The Heavy" struck Estrada in the face while gripping a full roll of change in his fist. When a Tierra Rota resident mentioned the name, "The Heavy" to Castle, Castle asked, "Have you seen his face?" The man replied with, "No. Why?" The Punisher answered, "If you had, you'd know I'd met him." This exchange in conversation confirmed Castle indeed remembered "The Heavy" as being Jigsaw. Later on, with the Punisher closing in on said lab, Jigsaw ordered his remaining subordinates to kill all the hostages, but thankfully, the Punisher arrived just in time to save most of them. The Punisher and Jigsaw then have a short brawl that ends with the former defenestrating the latter onto the back of a moving train, presumably killing him.

- It's unknown if he truly died after his final encounter with the Punisher. He gets defenestrated onto the back of a moving train, never to be seen again. If he survived the fall, he'd the only villain in The Punisher MAX to be a Karma Houdini.
