Joseph "Joe" Simmons was a corrupt police officer for the Metropolis Police Department in the CW Television series Smallville.
He served as the secondary antagonist in the Season 8 episode "Bulletproof".
He was portrayed by Jim Thorburn.
Biography[]
Joe Simmons was a corrupt officer involved with illegal police activities along with his partner Talbert. Detective John Jones had been investigating some officers in his own precinct and was soon targeted by Simmons and Talbert.
When Jones was on patrol, he apprehended a criminal and handed him over to Simmons and other members of the Metropolis Police Department. After they left, Talbert attempted to kill Jones by shooting him with a sniper rifle but only wounded him.
Clark Kent investigated and noticed from the police files that the bullet that hit Jones, had gone missing and they concluded that it must have been a police officer from his own precinct that shot Jones. Clark then went undercover as a police officer named "Joe Fordman" and was partnered with Dan Turpin.
"Joe" later attended a barbecue at Turpin's house where he meets Simmons, Talbert and other officers. Clark talked to the men and asked questions about the shooting of John Jones, but all they would say was that nobody in Dan Turpin's squad, which John was part of, liked him. The cops then got a call and Clark leaves with them. At a warehouse, the cops captured a man who apparently killed Dan's old partner, but somehow beat the rap. Dan started beating him in a rage. Simmons made a comment that justice will be served. He then threw Clark a tire iron and prods him to "help" his partner.
However before he could go through with it, Green Arrow swooped in and knocked out most of the gang with taser arrows. Unknown to Clark, Turpin witnesses his conversation with Arrow. Clark was at the hospital checking in on Jones when Turpin arrived to confront him about what he saw and demanded to know who he's working for. Clark said he knows that one of Dan's squad members shot Jones.
At the police station, Dan reveals to Simmons that "Joe" is not who he says he is. Clark later arrives at Simmons' house and uses his X-ray vision to find the sniper rifle in the trunk of a car. Suddenly, Turpin arrived with the rest of his squad and they tell Clark they were arresting him for the attempted murder of Detective Jones. After Clark was driven away, Talbert told Dan that he will be the one to take down Green Arrow.
Talbert posted himself on a rooftop with his sniper when Turpin and Simmons arrived with a thug who robbed a pharmacy earlier and began beating him up. The thug screamed for help and Green Arrow arrives, taking out Simmons. Dan gets the drop on Green Arrow, but hesitates to kill him. Talbert attempted to kill Dan but was stopped by Clark when he super-speeds to the scene. Other police officers arrive just as Dan is arresting Simmons.
