Joe and Josef are minor antagonists from the 2013 video game Grand Theft Auto V. They are the founders and members of the Civil Border Patrol, an organization that claims to legitimate and whose alleged goals are to protect America and American values.
However, it's actually just a front for them to deport legal Mexican-Americans, justified by their prejudice against Hispanic immigrants.
Joe was voiced by Jay Potter and Josef was voiced by Sergey Nagorny.

Background[]
Joe and Josef are the only members of the Civil Border Patrol, which they founded several days before meeting Trevor Philips. Due to their patriotism, they decided to patrol Los Santos and Blaine County for Mexican immigrants to evict them, despite Josef also being an immigrant. In their zeal, they also ended up hurting several legal Mexican immigrants without any care.

"Minute Men"[]
Trevor meets Joe and Josef while they're spying on a van in Sandy Shores. Despite language and paperwork issues, they recruit Trevor to capture immigrants, offering payment. Despite his disdain for them, Trevor agrees due to the money and his habit of associating with disagreeable people. They pursue mariachi musicians at the Yellow Jack Inn, capturing them after a car crash. This mission also introduces a unique Tornado car with band equipment that can be stored.
"An American Welcome"[]
Trevor encounters the CBP again and is paid to help them round up Mexicans. They recapture Manuel, a local farmer, and pursue two workers leaving a cement factory on motorcycles. Afterward, Joe and Josef dismiss Trevor and attempt to deport Manuel and the workers. However, they find out that all three are legal citizens and cannot be deported.
"Minute Man Blues"[]
A few days later, Manuel confronts Trevor in Paleto Bay, criticizing him for aiding the CBP in harassing legal Mexican-Americans. Manuel warns Trevor that his actions are fueling the CBP's racism. Threatened at gunpoint, Manuel urges Trevor to rectify his mistake. Trevor, feeling guilty and enraged, heads to a nearby farm where he finds Joe and Josef threatening a Mexican family. Seizing an opportunity, Trevor kills Josef while he's distracted, and then stops Joe from escaping on a tractor, ultimately killing him too.
Trivia[]
- During one mission, Trevor says to Joe and Josef "Hold on to your pointed hats! We're taking the scenic route" when driving off-road. He's referencing the hooded outfits typically worn by Ku Klux Klan members, since they share similarly racist views to Joe and Josef.
- If the player chooses Ending A of the main storyline and kills Trevor, the final “Minute Man” mission becomes unavailable, and Joe and Josef presumedly survive as a result. However, since Ending A isn’t considered canon, it’s likely their deaths still happened.
