Joseph 'Joey' Stabler, Jr. is a minor antagonist in the fourth season of Law & Order: Organized Crime. He is the younger brother of Detective Elliot Stabler who works for drug lord Julian Emery.
By the rest of the family, Joey was always looked down upon by his older brother, Randall, but he admired Elliot. However, Bernadette considered him to be the 'golden child'. Joey then decided to join the army and was shipped to Afghanistan, where he served. In 2020, Joey was in Kabul when he saw Emery and Abdul-Azim Ghani have an altercation. Joey stood up for Emery and took Ghani out of the bar before he got arrested himself. Joey then lost his job as a soldier but Emery approached him in prison and offered him to join his company before offering him heroin. Shortly after, Joey joined Emery's company, Redcoat, and started getting addicted to heroin as a result.
On Law & Order: Organized Crime[]
When Joey moved back to New York, Joey started working as a wine vendor whilst still working for Emery. Joey then kept in contact with Randall and Bernadette but not Elliot. However, Joey was reunited with Elliot and Randall at a bar where they all caught up and shared laughs. When Elliot hosted a family dinner a few nights later, Joey attended and got along with everyone including Kieran and Seamus which confused Randall and Elliot. Elliot then took Joey outside and confronted him about why he never kept in contact. Joey admitted that he looked up to Elliot and didn't want to disappoint him and claimed that he got kicked out of the army for 'stealing cultural artifacts'. Whilst at the dinner, Joey went into the bathroom to shoot up heroin which he accidentally left in Elliot's bathroom. After an altercation took place at Elliot's home, Elliot paid Joey a visit at the wine merchant where Elliot requested that they would talk about the dinner. Joey told Elliot that they could talk another time before offering him a bottle of wine which Elliot refused.
A few weeks later, when Joey and the family were looking through personal items, Joey got really anxious and left to go to his car where he shot up heroin. Randall and Elliot then became suspicious of Joey and broke into his hotel room to search for drugs. Elliot then found heroin in Joey's safe and Randall planned to host an intervention. When Joey returned to his home with Randall, Elliot was there and they confronted Joey about his drug problem. Joey refused to admit that he had a drug problem and had an outburst before angrily leaving the premises when Randall suggested that he would get help. Joey then paid Bernadette a visit where he demanded money from her and started yelling at her. Joey then took Joseph Sr's Mickey Mantle baseball in order to pawn to get money for drugs. Elliot and Randall continued to search for Joey but stopped for a while when Elliot had to go undercover on an assignment.
When Randall couldn't get ahold of Elliot, Randall broke into Joey's wine merchant where he got arrested himself but was bailed out by Kyle Vargas. Bell then brought Randall in for questioning where Bell demanded to know Joey's involvement. Jet then interrupted their conversation to alert them that the blood of Detective Samir Bashir was found inside Joey's warehouse. Joey then became a suspect in Bashir's murder. A few nights later, Randall was approached by Joey at a bar where Joey told Randall to stop looking for him. Randall and Joey then got into an argument where Randall threatened to beat him up. Joey then told him to back off before he gets hurt and then gave him the Mickey Mantle baseball that he stole from Bernadette. At the end of the episode, Emery boarded a private plane with Joey, who lit his cigarette for him.
After Elliot was informed by Randall about Joey's involvement, Bell and Agent Trisha Beck interrogated Tyler Gutterson about the events of Bashir's murder. Gutterson told them that Joey was there when he made the deliveries but wasn't at the scene when Bashir was murdered. Elliot and Randall then managed to find Joey and ended up following him. Joey then noticed that he was being followed and attempted to make a run for it before Elliot and Randall kidnapped him. Elliot and Randall then took Joey into a room in Elliot's home where Joey continuously threatened their lives. Elliot and Randall then attempted to get Joey to become clean but Joey's sudden outbursts stopped them from doing so. One night, in order to get out of the confined room, Joey punched Randall and escaped to meet with Emery.
Joey then got the information from Emery that he wanted and then called Elliot to meet with him. Elliot and Joey met where Joey requested that he would go undercover to catch Emery for them. Elliot and Bell agreed and let Joey go undercover. Joey then went undercover to meet Krychek where Krychek ended up holding Joey hostage and Joey ended up punching him. A few days later, Joey was approached by Emery in his home where Emery requested that Joey would meet him and his family for lunch which Joey accepted and informed Elliot about as well as handing him the heroin that Emery had given him. Joey then went for lunch where he got along with Emery's son, Giles, and Joey was partnered up with Krychek to collect the new shipment.
When Emery forced Joey to get on a plane with him in order to escape from the police, Joey sent a signal to Elliot and the rest of the squad. However, when Elliot arrived, Joey boarded the plane which resulted in a shootout. On the plane, Emery informed Joey about Krychek's death and then promoted him to be the delivery boy before handcuffing him to a suitcase filled with chemical weapons as they flew to Cuba.
