Josh is a character who appears as the main antagonist in the episode "New Kid in Town" of the animated Nicktoon, Rugrats.

He is notable for being a bully who was even worse than Angelica.

He was voiced by the late Dana Hill.

In the episode

Josh was a chubby older kid who befriended the babies at the park, after Angelica Pickles mistreated them. He claimed that "what's fair is fair" and at first seemed to be nice. However, he forced the babies to push him on the tire swing, took their cookies, and then made them build him a moat (just like Angelica made them do). When Tommy stated that he wasn't being fair Josh told him that "this was fair" and made a fist. Tommy secretly went to Angelica to ask for help, but she refused.

Upon returning, Josh was angry and decided to teach them a lesson by swinging and jumping on them. However, before he can do so, Angelica hits him with a water balloon to stop him. They then get into a standoff, which leads into a very brief fight that ends with Angelica pushing him down causing him to get a scraped arm. He then runs crying to his mommy. He is never seen or mentioned again.

Trivia

Despite being a minor character, Josh is arguably one of the darkest of the Rugrats villains, as he was worse than Angelica, as he was going to jump on the babies (which likely would have killed them).
