Julia Millfield is a recurring antagonist in Law & Order: Special Victims Unit, appearing as the main antagonist of the episodes "Philadelphia" and "Florida". She is a corrupt police captain who frames Simon Marsden, Olivia Benson's half-brother, for a series of rapes because she believes, incorrectly, that he sexually assaulted her sister in high school.
She was portrayed by Kim Delaney.
Biography[]
Early life[]
Julia Millfield and her younger sister Carrie were raised by their father, who encouraged her to become a police officer. When Carrie was in high school, she went to the senior prom with her classmate Simon Marsden, but became hysterical when he tried to kiss her. When Carrie told Julia about the incident, Julia became convinced that Marsden had tried to rape Carrie.
Soon afterward, Carrie began abusing drugs and alcohol, and Julia believed that Carrie's substance abuse was Marsden's fault. Unbeknownst to Julia, however, their father had been molesting Carrie for years, and she was abusing drugs and alcohol to numb her pain. Carrie once told Julia that their father had abused her, but Julia did not believe her, dismissing the revelation as a drug-fueled hallucination.

In 2007, Marsden is questioned as a witness in a stalking case. Julia, now Captain of the River Park, New Jersey Police Department, frames him by altering evidence so that the victim, Donna Leonte, would believe that he is her stalker. When Leonte is raped by her actual stalker, Millfield places a strand of Marsden's hair in Leonte's underwear, making him the chief suspect. She then persuades Leonte to identify Marsden out of a lineup as her rapist by telling her that he will assault other women if she does not.
Meanwhile, Detective Olivia Benson of the NYPD's Special Victims Unit inadvertently finds Marsden's DNA from the altered rape kit while researching the identity of her late mother Serena's rapist, who turns out to have been Marsden's late father, Joseph Hollister; Marsden is her half-brother. After discovering that Marsden is an accused stalker and rapist, Benson works with Millfield to make sure he is arrested. Marsden flees the state while out on bail, however, and Julia accuses Benson of helping him do it, an accusation that puts Benson's career in jeopardy.
"Florida"[]
When Carrie dies of a heroin overdose, Julia, mad with grief and rage, masterminds a plan to kill Marsden and get away with it. She contacts FBI Agent Dean Porter, who had previously worked with Benson on a terrorism investigation, and tells him that Benson is helping Marsden evade arrest. She then rents a car that is the exact make and model of Marsden's and tries to run Benson over, briefly convincing Benson that her half-brother truly is the monster Julia says he is.
During a meeting with Julia, Benson informs her that she and Simon are actually half-siblings, causing her to understand the reason Benson helped Simon. After Benson apologized for standing in the way, Julia manipulates her into helping charge Simon, something she agrees too. However, Benson finds the obsessive notes that she has been keeping over the years on her sister's alleged assault; she then learns of Carrie's death and realizes that Julia has been manipulating the investigation all along to take revenge against Marsden.
Benson enlists the help of Porter and her partner, Detective Elliot Stabler, and finds out that Julia is following Marsden to the house in Florida that Hollister left him in his will.
Julia finds Marsden in the house and tries to kill him, but during the ensuing struggle he accidentally shoots her in the stomach. Benson, Stabler, and Porter arrive moments later, and Julia claims that Marsden shot her when she tried to arrest him. Benson tries to defuse the situation by telling Marsden she believes he is innocent, and reveals Julia's misconduct. When Julia justifies her actions by saying that Marsden assaulted her sister, Benson replies that Carrie's reaction to Marsden's advances, as well as her later problems with depression and addiction, are classic examples of child sexual abuse trauma, and that Carrie had been telling the truth when she said that their father molested her.
Finally realizing what she has done, a remorseful Julia confesses to framing Marsden and trying to run Benson over, and also admits that her shooting was an accident. Paramedics save Julia's life, but she goes to prison for attempted murder and evidence tampering, while Marsden is exonerated.
