Julian Decker is the overarching antagonist of the Law & Order episode "Skin Deep". He is a fashion photographer who sexually harasses and rapes his models, forces them to make money for him as prostitutes, and sexually abuses the teenage daughter of his "top model".
He was portrayed by an uncredited actor.

Decker is a fashion photographer who works in New York City, specializing in photographing beginning and struggling models. He is notorious in New York's modeling scene for sexually harassing and abusing the models he works with, taking nude photos of them and threatening to publish them unless they sleep with him.
After he gets tired of having sex with them, he pimps them out, claiming that they owe him more than they can pay in studio fees and telling them they have to "work off" the debt. He conceals his crimes by laundering the money he makes from pimping with the help of a corrupt accountant named O'Hara.
After exploiting model Angela Brandt, Decker sets his sights on her 15-year-old daughter, Tracy. Knowing that Tracy wants to be a model like her mother, he grooms her by taking her to exclusive parties, introducing her to influential people in New York's modeling world, and helping her put together a portfolio; he uses the latter as an excuse to take nude pictures of her, and eventually manipulates her into sleeping with him.
Angela finds the nude pictures of Tracy and confronts her daughter, ordering her to end the relationship and threatening to have Decker arrested. Tracy, who believes she is in love, storms out of her mother's apartment and runs to Decker. They have sex, but afterwards, Decker, who has grown bored with Tracy, starts mocking her body, and then tells her to get out and never come back. In a final act of cruelty, Decker tells Tracy that she is worth less to him as a model than her mother is as a prostitute. Enraged and heartbroken, Tracy stabs Decker in the back with a nearby pair of scissors, killing him instantly.
After Decker's body is found, NYPD Homicide Sergeant Phil Cerreta and Detective Mike Logan investigate and quickly learn about his crimes and that all of the models he worked with hated him. They suspect Angela, and they ultimately arrest her after finding her fingerprints on the murder weapon and a pair of underwear containing Decker's semen.
Angela claims that she killed Decker in self-defense, but inconsistencies in her story lead Executive Assistant District Attorney Ben Stone and Assistant District Attorney Paul Robinette to suspect that she is hiding something. When forensic examination proves that the DNA in the underwear is in fact Tracy's, they piece together that she killed him, and that Angela took the blame to protect her. Tracy ultimately confesses to the murder, and Stone makes a deal with her in which she will serve two years in prison.
