Gordon Borell, better known as Justin Mills, is the secondary antagonist of the Criminal Minds episode "Angels" and a minor antagonist in its follow-up "Demons". He is a pimp who is suspected of murdering several of his prostitutes.
He was portrayed by Brett Cullen, who also played Goodwin Stanhope in Lost, Rob Deamer in Cold Case, and Leonard Andrews in Law & Order: Special Victims Unit.
Biography[]
Mills was born Gordon Borell in Canada in 1974. He became a pimp in his adulthood and pimped both men and women. In July 2009 he was arrested during a raid on his brothel after being caught in the act of carving one of his prostitutes in the back with a box knife. Borell claimed that it he was "marking his property" with her permission, but the prostitute told police she was being punished for not making enough money. Borell was not charged with attempted murder as he had intended for the prostitute to continue working afterwards. Upon his release Borell moved to the United States to continue his business and assumed the name Justin Mills to avoid detection.
Settling in Silverton, Texas, Mills became a Christian preacher as nobody in the town would question a man of God. Assuming the alias of "The Man Upstairs", Mills never faced his prostitutes in person, instead relying on his partner Dinah Stidham to collect money from them. He also ran a cocaine dealing business on the side. In March 2013 his prostitutes witnessed the murder of the Sheriff by a group of corrupt deputies. The leader of the deputies, Owen McGregor, made a deal with Mills: he would allow Mills to continue his business unimpeded if he made sure his prostitutes kept quiet about the murder. However, when Texas Ranger Peter Coleman succeeded the old sheriff, McGregor decided to kill him too and frame Mills for the crime.
"Angels"[]
McGregor abducts, tortures and murders three of Mills' prostitutes, Lucas Wagner, Hanna Kelly and Abigail Jones, as part of a wider scheme to incriminate Mills. The FBI's Behavioral Analysis Unit (BAU) is called in to investigate. Mills, worried that the investigation will uncover his past, inserts himself into the investigation. He approaches the BAU and tells them that Lucas Wagner was a male prostitute, linking him to the other victims. On the way out, he encounters Abigail Jones's sister Carrie and offers her a place to stay in his church.
The next day, McGregor murders another of Mills' prostitutes, Tabitha Ryerson. Meanwhile, Mills is approached by prostitute Belinda Clark, who tells him that "they" are coming for her, the same thing Abigail Jones said the night of her death. Mills promises Belinda sanctuary and goes to confront Dinah, beating her up and demanding information on the killer. Dinah tells him about Travis Henson, a drug addict who had previously cut one of the prostitutes on the back. Mills attacks Travis at a crack house and threatens him with a knife, but he denies killing the prostitutes. Mills believes him and tells him to find the real killer before leaving.
As Mills drives away taking cocaine, Travis calls him and tells him he found the killer and to meet him at El Lobito's Diner. However, it is a trap: Travis is being held at gunpoint by McGregor, who shoots him dead and leaves his body for Mills to find. Mills arrives and comes across the corpses of Travis, Belinda Clark and another prostitute, Jesse Moore. He also finds a MAC-10 machine pistol, an M1911A1 semiautomatic and several magazines. McGregor calls and tells him the police are on their way. By this time, the BAU have uncovered Mills's side-business but also worked out that he has no reason to kill his prostitutes and intend to interrogate him about the real killer. Unaware of this, Mills prepares to fight back against the officers. McGregor uses the opportunity to shoot Sheriff Coleman from his hiding place, prompting the police to open fire on Mills. In the ensuing shootout Mills wounds two Deputies and BAU Agent Spencer Reid. The episode ends with Agents Jennifer Jareau and Derek Morgan reaching Mills' position, only for Morgan to be hit by gunfire from Mills.
"Demons"[]
Morgan is unharmed, as the bullets hit his bulletproof vest. Mills flees pursued by Morgan and Jareau and eventually takes cover in an abandoned building. In the cover of darkness and with the protection of a nearby wall, Mills is able to pin Jareau and Morgan down, wounding Morgan in the arm. Mills eventually breaks cover while trying to avoid Morgan's fire, allowing Morgan to shoot him dead.

- Mills is inspired by multiple real-life serial killer suspects:
- Russell Ellwood, one of two suspects in the unsolved "Storyville Slayer" case, a series of murders of mostly lower-class, at-risk women and girls in New Orleans. The other suspect is retired policeman Victor Gant, the inspiration for Owen McGregor.
- Benjamin Franklin Miller, Jr., the prime suspect in the unsolved "Bra murders". Miller was a Christian preacher suspected of strangling local sex workers, who had prayer cards left next to them at the scenes.
