Biography[]
Proctor was born into a local Amish family, but quickly into his adult life he would grow distant from the family, as he was never cut out for the Amish lifestyle, with his family eventually banishing him. Sometime after this he started his meat producing company, and eventually got into the drug business.
He made alliances with Philadelphia-based crime boss Frazier, who had his own crew called the Black Beards. Proctor began to supply his product throughout Pennsylvania through the Black Beards.
With his growing wealth, he decided to bribe the local law enforcement in order to maintain his business in quiet. This all changed when the former Sheriff Duke Morgan died, and the Mayor decided the bring in a ringer from Oregon called Lucas Hood. The real Lucas Hood was killed in a bar fight caused by a couple of Proctor's men and the identity of the Sheriff was stolen by the thief everyone else came to know as Lucas Hood. Despite multiple efforts, Proctor was never able to buy off Hood, and the two would then fight each other multiple times, although occasionally the two helped each other as well. His business was started to receive serious hits as Hood started a war against Proctor after he killed the real Sheriff Hood's son Jason Hood. Hood blew up his ecstasy factory, ruined the meet in his meet factory and closed down his strip club. This seriously frustrates Proctor and he begins the contemplate taking serious action against Hood. He never got the chance to do this do, as Hood broke into his house and found a hidden room inside his basement containing illegal weapons in it. Hood then faked a story of a witness to get a search warrant and had Proctor arrested. The charges eventually dropped though as the "witness" never came forward and Proctor was released.
Proctor would then move from a warzone into another as Local Kinaho gang-banger Chayton Littlestone declared a war on him for conspiring the murder of Kinaho chief Alex Longshadow. Chayton would make multiple attempts on his life, failing in all of them. During the infamous Cadi siege it looked like Chayton would finally have his way in getting to Proctor, but Proctor escaped through the back door, taking out multiple Redbones in the process. After the siege, Chayton was the target of a statewide manhunt so he was forced to go into hiding; ending his campaign against Proctor at the process.
Soon after that the Philadelphia Black Beards kidnapped him and Deputy Brock Lotus' wife - whom Kai was sleeping with - after Rebecca had broken an agreement made with them about selling to the Salvadorans. Sheriff Hood would locate them as they kidnapped Emily, who was innocent. Hood and Brock only rescued Emily though, leaving Proctor to deal with his own luck. The Black Beards were about to burn him alive, but he was able to get himself loose, overpower all 3 Black Beards and turned the tables on them, burning them alive as they intended to do with him. After Burton and Rebecca arrive at the scene, the three travel to Philadelphia to make a deal with the Salvadorans about bringing Frazier and his Black Beards down. They successfully manage to kill Frazier and all his men, starting a new business relationship.
2 years later and Proctor has been elected as the Mayor (he ran unopposed). Rebecca has also just been murdered and Proctor enlists former sheriff Hood's help in finding the killer. During this time he had also made contact with Colombian cartel boss Emilio Loera about making a huge drug deal with them. Proctor enlists the help of local Aryan Brotherhood charter in manufacturing the drugs. Eventually, the brotherhood would turn on Proctor, due to Calvin Bunker rebellions. Proctor then reaches out to Seantor Mitchum, who happens to be a nationwide Shot caller in the Brotherhood to help deal with the rebelling Aryans. Mitchum arrives in Banshee, scolding Bunker and naming a new leader to the charter.
The 2 week deadline to deliver the drugs to a nearby airline is over and the Colombians arrive to meet with Proctor again. Loera is surprised that Proctor was able to pull the deal off, to which Proctor states that he doesn't promise what he can't deliver. The deal doesn't go as planned though as Ana has hijacked the truck with help of Job. Loera initially decides to let Ana and Job go, but then decides against this. This was part of Ana's plan though as Sheriff Lotus was waiting in the runway with a bazooka and when Ana gives the signal, Lotus blows up all of the drugs. After this, Loera tries to kill Proctor but he gets the drop on him, putting a bullet in his head. Proctor's assistant Burton takes out the rest of the Colombians.
As they are driving back to Banshee, the two discuss on their next moves but are interrupted by Hood who runs them off the road. A furious Hood is interrogating Proctor about Rebecca's death after his recent discovery. Hood found a hidden basement in Proctor's tool-shed with blood in it as well as Rebecca's necklace. Proctor, having no idea what Hood is talking about, finally puts the pieces together and realizes that it was his own assistant Burton who killed his beloved niece. This results in a fight between Hood and Burton, with Hood eventually taking the upper-hand. Hood then gives up a badly beaten Burton to Proctor for him to finish him off and the two exchange one last nod with each other. Proctor then snaps Burton's neck, avenging his nieces death.
Proctor then drives up back to Banshee, awaiting for the fallout of the drug deal that had went wrong. During his final scene in the series, he is seen in a shootout with multiple Colombian cartel gunmen leaving his status unknown.
