Kaibi Gokusai, also known as the Girl in the Dress and Measure Heart, is a major antagonist of the A Certain Magical Index franchise.
She is an esper assassin and one of the three Gokusai sisters, as well as an operative of SCHOOL. She and the rest of her team came into conflict with another Dark Side team, ITEM, when SCHOOL rebelled against Academy City and launched a plan to steal a device called the Tweezers.
She is voiced by Shiori Izawa in Japanese and Marti Etheridge in English.
Appearance[]
Kaibi Gokusai is a beautiful young girl around the age of 14. She has medium-length blonde wavy hair styled in a ponytail and brown eyes. True to her moniker, Kaibi normally wears a pink, sleeveless frilled dress, which reveals her bare shoulders. She has various jewelry on her person, such as necklaces and braclets. She also wears a pair of white sandals.
Personality[]
Kaibi Gokusai often displays a calm and reserved demeanor, usually speaking in a gentle and soft tone in order to fake warmth and kindness. Kaibi can be quite relentless when it comes to missions, shown when she attempted to kill the members of ITEM with a wrecking ball and chased after Shiage Hamazura after he escaped. Despite her cold-blooded nature, Kaibi is also rather honorable and is capable of showing mercy towards those she no longer deems an enemy or have gained her respect. This is best shown when she wilingly spared Hamazura and Rikou Takitsubo after the former stood up to her and Teitoku Kakine to protect Takitsubo.
Outside of her missions, Kaibi is shown to be quite frivolous and manipulative, using her beauty to scam people out of their money. Moreover, while arrogant, Kaibi isn't overconfident like Kakine, knowing when to yield when facing a stronger opponent. Unlike her older sister Rikuri, Kaibi is more strict towards her younger sister Amazora, being able to silence her with just a single call of her name. She is shown to care about her sisters, though she's reluctant to display affection. Furthermore while mostly composed, Kaibi is also shown to be somewhat of an airhead, best displayed by her genuine question to Kakine about if Hamazura could possibly have disguised himself as a young mother or a baby.
Biography[]
Kaibi's full background isn't known. What is known is she is the middle child out of the three Gokusai siblings. While acting as an operative of the Dark Side, Kaibi also partakes in Enjo kōsai (also known as "compensated dating") and scams money out of lonely workers by comforting them, but she stops before anything more happens between them. She is also one of the few people aware of Aleister Crowley's plan and Touma Kamijou's importance to it.
At some point in time, she joined Teitoku Kakine and his organization called SCHOOL.

Measure Heart: Kaibi's esper power which allows her to "regulating the distance between people's hearts", that is, adjusting the emotional distance between herself and a target. With this, she is able to confuse enemies by making her distance identical to someone else's. Her eyes glow a faint pink when she's using her powers on someone. On the other hand, she notes that some targets will go berserk and attack you harder because seeing a loved one as an enemy result in a betrayal response. This is why she does not go with Kakine to help against Accelerator: She reasonably enough thinks he might be that type. Her power is so dangerous that Mugino is wary of fighting her.
- Reducing Distance: Kaibi can reduce the emotional distance between herself and the target to inspire trust and affection, in addition to making it harder for most people to attack her. For example, when Shiage points a gun at her, she makes her heart identical to Takitsubo's, causing Shiage to hesitate to pull the trigger. Objectively, Shiage knows Measure Heart is different from Takitsubo, but his heart is telling him he's targeting Takitsubo. She can achieve similar effects by setting the distance as a kitten abandoned in the rain so the enemy finds it harder to attack her, or setting herself as the target's beloved husband/girlfriend while they are inside a burning building to prevent them from easily fleeing the building and leaving her behind. Some SCHOOL subordinates have also stated she's an esper who can get anyone to spill the beans to her, likely by setting herself to be close to her target so that they trust her enough to tell her their secrets.
- Increasing Distance: Kaibi can also increase the emotional distance between herself and the target to inspire fear or aggression, for example putting her distance with her younger sister as the one of a local dentist to intimidate her into behaving herself, or putting herself in the distance of a dangerous escaped convict or a being with absolute authority like a god to make enemies freeze in fear, flinch in panic or even just to draw the attention of the target away from allies and towards herself by making the enemy feel she's the biggest threat.
Abilities[]
Marksmanship: Kaibi is shown to be extremely proficent with firearms. Given her esper ability's lack of offensive power, Kaibi mostly relies on her skill with weapons to combat her opponents. She is shown to be able to wield a handgun and a small 40mm grenade launcher.
