The Kaiser Corporation is the secondary antagonists of Blue Archive. They are a megacorporation that operates both legally and illegally in Kivotos. Their branches include Kaiser Loans, a lender; Kaiser PMC, a private mercenary company/contractor; Kaiser Construction, a construction company; Kaiser Industries, an arms manufacturer; and Kaiser Convenience, a convenience store chain.

They plan to use their wealth and military to dominate Kivotos.

History[]

With the dissolution of the Foreclosure Task Force of Abydos and the inability to buy the last remaining teacher of Abydos due to debt, Kaiser releases delinquents and thugs to attack the school and take over, but their desperate resistance fails, and the delinquents are unable to accomplish anything. In the end, they surrender Hoshino through a fraudulent contract and release the PMC to invade the school, but with the participation of SCHALE's Sensei and the support of Problem Solver 68 and the Prefect Team, Kaiser PMC is eventually destroyed. After being investigated by the student council, the Kaiser PMC Director, who was blamed for all of Black Suit's crimes, was demoted to a salesman at the Octopus Bank.

When Kaiser Construction is tasked with redeveloping Kousagi Town, they contact Valkyrie Police School, which is struggling to deal with homelessness, and offer to arm them through their affiliate, Kaiser Industries, but the redevelopment project comes to a screeching halt when the RABBIT Squad, suspicious that the underfunded Valkyrie has suddenly grown stronger and that Kaiser is the only one who can afford to arm them, raids the school and reveals an illicit deal between the two sides.

Working with Kaya Shiranui, Kaiser PMC attempts a coup while Kivotos is distracted by the Guide of Chroma, kidnapping Sensei and taking over D.U.'s central district, where the General Student Council is located and operates, and imposing martial law. As it turns out, they've only teamed up with Kaya because they need the force of the Defense Office, and when they discover a structure in the desert that they believe to be an ancient superweapon that will replace the GSC's force, they immediately take control and imprison Kaya as well. Kaiser's goal is to get their hands on Kivotos, along with the Sanctum Tower, which will allow them to control all of the boroughs, by using SCHALE's authority to circumvent the GSC's control of the Sanctum Tower. If Kaiser could bide their time and gain full control, everything would go according to plan, but the rescue of Sensei by the RABBIT Squad and the recapture of SCHALE threw everything off course.

Kaiser were brought to the brink of bankruptcy as punishment for their rebellion, but were narrowly averted by Kaya's continued cooperation with Kaiser under the guise of a group rebuilding the Sanctum Tower for her own purposes. Of course, the brief silence that followed their conversation hinted that their alliance would one day end in betrayal, and for what they had done, they had barely regained their former influence. Eventually, Kaya took control of the General Student Council, and the policing of the 47 districts reverted to Kaiser's authority. However, a citizen who tries to jaywalk is fined 100,000 yen for "disrupting the transportation system". When Kaiser panic that there are too many of them, they either charge them with inciting insurrection for defying the GSC, or arrest them for looking at Descartes in the Small Print and promising to turn the parasites of society into good workers. There's also a gag where they arrest a citizen carrying a grenade for attempted terrorism, and the panicked citizen protests that grenades are a common household item on Kivotos. In the end, the RABBIT Squad, the Life Safety Bureau, and a small army of Descartes' Pursuers that came as reinforcements are defeated, and Kaya seems to have been deprived of her authority to maintain peace, but the Kaiser President tries to fire the Kaiser PMC General, claiming that it's an affiliate runaway.
