The Kamen Rider Outsiders is a resistance faction of Kamen Riders from the namesake crossover anthology special. They are a group of various villainous (later expanding to heroes and antiheroes) Kamen Riders throughout history assembled by Foundation X as part of Project Outsiders to oppose the tyrannical artificial intelligence Zein.
History[]
Project Outsiders is funded by Gai Amatsu, with the help of Foundation X where they recruit evil Riders to actualize the Ark's predictions in order to prevent Zein from subjugating mankind. Behind the scenes, the project was actually a part of the Foundation's plan to make more money through the Kamen Rider technologies they gathered during the process. However, it also serves as a front for Ecole's endgame of turning Zein into a weapon of mass destruction on a cosmic scale, so that he can use Zein's power over dimensions to reset the world and recreate it into a dystopian wasteland devoid of life.
Once Ecole's treachery is brought to light, Gai, along with George Karizaki sought out the Desire Royale Staff after Ziin announced the Desire Royale in an attempt to delay the inevitable (as Ecole's reset plan was still in the process of accelerating), buying the staff enough time to bring together the other Outsiders and the remnants of Zein's Faction, but to no avail. With Gai and George already waiting on the battlefield for the other Outsiders, Ecole and the clone Evolt, possessing the body of Joseph Rando confronts the DR staff in the Desire Temple, dismissing their futile attempt of gathering the Outsiders, stating that they embody humanity's tendencies to commit evil and they came to mete out righteous judgment. Ziin rebukes Ecole's (and Zein's) hypocrisy, citing their inexcusable atrocities under Zein's name as a self-serving excuse to dehumanize people because they have evil in them.
Ziin transforms into Ziingazer and joined alongside Kamen Riders Juuga and Thousand-Ark to fight Zein and Evol-X, immediately kicking off the Desire Royale. The other Outsiders would eventually arrive on the battlefield to even the odds, with Yuto Sakurai and (Kamen Rider) Brain being the last two participants to enter at the last second. The Outsiders ultimately triumphed against Zein's tyranny, ending the AI's autocracy over humanity for good.

- The titular Outsiders draw comparisons to the Suicide Squad and the Thunderbolts, both being a team of supervillains and antiheroes being assembled by a government organization, or in this case, an underground organization.
- The Outsiders are also similar to The Boys from the namesake comic book and television series. The Boys are morally grey supe-hunters trying to keep the Supes from becoming a threat humanity. Whereas the Outsiders are a team of supervillains rallied to oppose a technological dictator from ruling the world with an iron fist. Both of their central antagonists are evil Superman analogues: Homelander and (Kamen Rider) Zein, although Zein's Rider form is meant to resemble the Man of Steel despite not having possesed any similar powers to Superman.
- Each member being referred to as an "Outsider" is appropriate for some of the returning villains; as most of them joined in the war against Zein mostly out of self-preservation (the Arch Orphnoch, Asakura, Banno, Desast, Kuroto) than moral principle (Gai, to an extent Horobi, and Brain).
- Of all the Outsiders, Asakura and Banno are the only ones who have no redeeming qualities given that they're among the evilest Kamen Rider villains in the franchise's history. Asakura hates the idea of seeing the world being under tight surveillance, which robs him of desire to satisfy his bloodlust. Banno does have some sort of standards in regard to Zein's insidious plan with Kamen Rider Chronicle, even though this does not detract him from his own inexcusable atrocities in his home series.
- The Arch Orphnoch is the only kaijin to be part in a team of Kamen Riders, only because his design being an homage to Kamen Rider 1.
- The Outsiders in general are the antithesis to the Girls Remix team from their namesake TTFC specials. The Girls Remix is an all-female team of Kamen Riders, whereas as the Outsiders is a team of antiheroes and supervillains, consisting of mostly male Riders. Both teams were founded by a character representing Kamen Rider W (Akiko Narumi and Foundation X). Both teams at one point also had involved Kamen Rider Zero-Two, Is transforms into Zero-Two in the first Girls Remix, while Satellite Zea used the Zero-Two form as her avatar before fusing with the Ark to become Zero-Three.
