Kaoru Ichinose is the overarching antagonist in the 2018 action-adventure game Judgment, a spin-off of the Like a Dragon franchise.
He is a slimy, sleazy man who is the Vice Minister of Health, and the one who founded the Advanced Drug Development Center. He is also responsible for funding the drug AD-9, test by its head researcher Yoji Shono and having Mitsuru Kuroiwa and Kyohei Hamura part of the conspiracy.
Personality[]
Ichinose at first glance may come off as a nice and caring man who wants to develop a drug that will cure Alzheimer's, but in reality he is nothing more than a smug and sleazy bastard who only cares about himself, maintaining his rank, making sure AD-9 succeeds and gaining profit from it, being more than fine with murdering if he needs to.
Biography[]
Prior to the events of Judgment, Ichinose created the Medical Institute and had the ADDC built on the institute's land. The success of the ADDC allowed Ichinose to be promoted to the Vice Minister of Health.
At ADDC scientists Yoji Shono and Ryusuke Kido's request, Ichinose conspired with them to hide the truth about AD-9, a new drug that Shono has been testing on several humans, leading to their brutal deaths, after experimenting on mice. Ichinose worked with the scientists to cover up the death of Toru Hashiki, whom Ichinose killed through other allies of his, Kyohei Hamura and Mitsuru Kuroiwa, having Ishimatsu, his subordinate, be a middleman between him and the former.
Ichinose found out that Masamichi Shintani, a lawyer who worked at the Genda Law Office and previously defended Hamura, was looking into Shono, beginning to suspect him, and presumably knew Hamura tipped Shintani off about Shono. Ichinose had Hamura call up Kuroiwa in order to get him to murder Shintani, and they decided to frame dirty cop Kazuya Ayabe for it.
Ichinose is first seen in-game at the entrance of the ADDC, alongside Shono and Kido. When Takayuki Yagami and Isshei Hoshino go up to Shono to ask him why Shintani called him right before his death, after introducing himself, Ichinose tells them to leave the building and states he will file a complaint for them under the name of their Minister, Kazami.
When Yagami returns to the ADDC with Fumiya Sugiura, Ichinose spots them and once again advises them to leave, stating he has already filed a complaint with the bar association. He further tells Yagami of the importance of the success of AD-9, before threatening to call the security on him if he doesn't leave. He gets security officer Moshiko and his lackeys to lead Yagami and Sugiura outside of the building and then fight them.
Ichinose briefly makes an appearance after Yagami and various prosecutors arrive in Shono's AD-9 test laboratory which was once a love hotel. There it is revealed the chief prosecutor Kunihiko Morita is an ally to those involved with AD-9, invluding Ichinose, as Morita tells Yagami that the police will not do an investigatin of the AD-9 lab due to countless resources being put into the research of the drug, stating the situation deserves fleibility. Ichinose mocks Yagami, telling him that AD-9 has countless supporters around every corner, and before he leaves, he tells him that Kido escaped from the detainment that Yagami's allies Sugiura and Higashi put him in, with help from Kuroiwa.
At Yagami's suggestion, prosecutor Keigo Izumida goes to Ichinose and convinces him to testify during Ayabe's trial, telling him to explain the process behind AD-9. However Ichinose realises that this is one of Yagami's schemes and works with Ishimatsu and creates a plan to kill the Mole, Mitsuru Kuroiwa, if things go south for them.
Ichinose appears at Ayabe's trial and he explains to the prosecution about AD-9, including its history. After this, Yagami calls him out and explains the truth behind Ichinose's story, using information such as Shono's secret human experimentation lab and Shintani's attempted call with Shono to his advantage, with Ichinose denying said claims. Yagami reveals he had help from Hamura, who wanted to atone for his crimes after his boss, Mitsugu Matsugane, was killed by Kuroiwa. Hamura handed his phone over to Yagami, which had proof of him colluding with Ichinose, including a voice message that proves Ichinose was responsible for Shintani's death. When Ichinose says that the voice message could have been easily false, Yagami calls Hamura to enter the trial, where he confirms the voice message between himself and Ichinose is genuine. As things are starting to look sour for him, Ichinose non-audibly commands Ishimatsu to order for the Mole to be killed.
After Yagami defeats Kuroiwa, Ayabe is proven innocent as Ichinose is arrested for his crimes.
